6-2 وتذكّر صاحبة البلاغ بأن إعلان الجزائر حالة الطوارئ في 9 شباط/فبراير 1992 لا يؤثر في شيء على حق الأفراد في تقديم بلاغات إلى اللجنة.

The State party should also ensure that the public is informed of the right of private individuals to refer a matter to the Committee, pursuant to the Optional Protocol, and to any other international or regional body, and that this right is not impaired by the provisions of Ordinance No. 06-01.
وينبغي للدولة الطرف أيضاً أن تحرص على إعلام الجمهور العام بحقوق الأفراد في توجيه بلاغات إلى اللجنة بموجب البروتوكول الاختياري وإلى أي هيئة دولية أو إقليمية أخرى، وعلى عدم التنكر لهذا الحق بناءً على أحكام الأمر رقم 06-01.

Article 46 should therefore be amended to establish clearly that it did not prejudice the right of individuals to submit communications to the Committee under the Optional Protocol to the Covenant.
وينبغي بالتالي تعديل المادة 46 بحيث تنص صراحة على عدم المساس بحق الأفراد في تقديم بلاغات إلى اللجنة وفقاً لأحكام البروتوكول الاختياري الملحق بالعهد.

It submits that only individuals or groups of individuals who assert that they are victims of a violation of a right set forth in the Convention can submit communications to the Committee.
وتقول إنه لا يجوز تقديم بلاغات إلى اللجنة إلا لمن يثبت من الأفراد أو الجماعات أنه وقع ضحية لانتهاك حق من حقوقه المبيَّنة في الاتفاقية.

1. Any person or group of persons under the jurisdiction of a State Party or any non—governmental organization may submit communications to the Committee concerning a violation of the provisions of this Convention by a State Party.
١- يجوز ﻷي شخص أو مجموعة أشخاص مشمولين بالولاية القضائية لدولة طرف أو ﻷي منظمة غير حكومية تقديم بلاغات إلى اللجنة فيما يتعلق بأي انتهاك ﻷحكام هذه الاتفاقية من جانب دولة طرف.

5.2 With regard to the admissibility of the communication, the petitioners are of the opinion that article 14 of the Convention does not prevent non-governmental organizations from submitting communications to the Committee.
5-2 فيما يتعلق بمقبولية البلاغ، يرى الملتمسون أن المادة 14 من الاتفاقية لا تمنع المنظمات غير الحكومية من تقديم بلاغات إلى اللجنة.

5. Article 2 of the Optional Protocol requires that individuals who submit communications to the Committee must have exhausted all available domestic remedies.

He wished to learn how knowledge of the Covenant was disseminated among the legal profession in particular and the public in general, and whether the public was made aware of the entitlement to submit communications to the Committee under the Optional Protocol.

14 - يجوز لمنظمة غير حكومية تقديم المساعدة إلى الأفراد أو إلى الجماعات المدعى وقوعهم ضحايا لانتهاكات حقوق الإنسان بموجب الاتفاقية عن طريق تقديم بلاغات إلى اللجنة في إطار إجرائها المتعلق بالبلاغات باسم هؤلاء الأفراد أو الجماعات.

6.12 In relation to the alleged violations of articles 7 and 10 suffered by the author's mother as a result of the author's detention, the Committee observes that under article 2 of the Optional Protocol, it is the alleged victim himself or herself who has standing to submit a communication to the Committee.
6-12 وفيما يتعلق بادعاء انتهاك المادتين 7 و10 من العهد والأضرار التي لحقت بوالدة صاحبة البلاغ نتيجة لاحتجازه، تلاحظ اللجنة أن للأفراد الذين يدعون انتهاك حقوقهم فقط بموجب المادة 2 من البروتوكول الاختياري الحق في تقديم بلاغات إلى اللجنة.

CERD continues to encourage States to consider making the declaration under article 14 of the Convention providing for the possibility for individuals and groups of individuals to submit communications to CERD and to give adequate publicity to that mechanism.
