1 - تؤكد الأهمية البالغة والضرورة الملحة لتوقيع معاهدة الحظر الشامل للتجارب النووية والتصديق عليها() بلا تأخير ودون شروط لكي يبدأ نفاذها في أقرب وقت ممكن؛

Reaffirms the importance of the universality of the Treaty, and calls upon States not parties to the Treaty to accede to it as non-nuclear-weapon States without delay and without conditions and, pending their accession to the Treaty, to adhere to its terms as well as to take practical steps in support of the Treaty;
3 - تؤكد من جديد أهمية الانضمام العالمي إلى المعاهدة، وتهيب بالدول غير الأطراف في المعاهدة أن تنضم إليها بوصفها دولا غير حائزة للأسلحة النووية بلا تأخير ودون شروط وأن تتقيد بأحكامها، إلى حين انضمامها إليها، وأن تتخذ خطوات عملية لدعمها؛
