It was worth stressing that the joint action was being carried out by a group of States which included both nuclear and non-nuclear countries and had been supported by the countries of Central and Eastern Europe.

A review of cleaner production programmes implemented in the Central and Eastern European countries confirmed that such programmes had achieved reductions in pollution and waste generation and in energy, water and other raw materials usage of 20 to 40 per cent at no or low cost (i.e., short payback, using own resources).
ولقد تأكد من خلال استعراض لبرامج الانتاج النظيف التي تم تنفيذها في بلدان وسط أوروبا وأوروبا الشرقية أن تلك البرامج قد حققت تخفيضات في التلوث وفي توليد النفايات واستخدام الطاقة والمياه والمواد الخام اﻷخرى بمعدلات تتراوح بين ٢٠ و ٤٠ في المائة بدون تكلفة أو بتكلفة منخفضة )كفترات الاسترداد القصيرة، واستخدام الموارد الذاتية(.

11. National efforts have been made in the countries of Central and Eastern Europe and the newly independent States to improve nuclear safety levels, often in cooperation with multilateral and bilateral programmes.
١١ - وقد اتخذت بلدان وسط أوروبا وأوروبا الشرقية والبلدان المستقلة حديثا تدابير على الصعيد الوطني لتحسين مستويات السلامة النووية، وذلك في الغالب اﻷعم داخل إطار برامج تعاون متعددة اﻷطراف وثنائيه.

67. The Agency also reported that a new technical cooperation project had been initiated, entitled “Physical Protection and Security of Nuclear Materials”, designed to increase the national capacity in countries of Central and Eastern Europe for the physical protection of nuclear installations and nuclear materials, as well as for the prevention of illicit trafficking in radioactive materials.
٧٦ - وأفادت الوكالة عن بدء تنفيذ برنامج جديد للتعاون الفني يحمل عنوان " الحماية المادية وأمن المواد النووية " ، الغرض منه زيادة القدرة الوطنية في بلدان وسط أوروبا وأوروبا الشرقية على الحماية المادية للمنشآت النووية والمواد النووية، باﻹضافة إلى منع الاتجار غير المشروع بالمواد المشعة.

Among these organizations, special mention must be made of the International Women's Legal Defence Centre La Strada-Ukraina, which has been working since 1997 on activities connected with the La Strada programme for the prevention of traffic in women in the countries of Central and Eastern Europe.
ويجدر بالذكر بوجه خاص من هذه المنظمات، المركز الدولي للدفاع القانوني عن المرأة )La Strada-Ukraina(، الذي مابرح يعمل منذ عام ١٩٩٧ بشأن اﻷنشطة المتصلة ببرنامج " لاسترادا " لمنع الاتجار بالنساء في بلدان وسط أوروبا وأوروبا الشرقية.

In response to the requests of member States, in 2001 and 2002, such workshops will be organized in the countries of Central and Eastern Europe and the newly independent States under the IAEA technical cooperation programme entitled " Physical Protection and Security of Nuclear Materials " (TC Project RER/9/060).
واستجابة لطلبات الدول الأعضاء، ستنظم في 2001 و2002 حلقات العمل هذه في بلدان وسط أوروبا وأوروبا الشرقية والدول المستقلة حديثا في إطار برنامج التعاون التقني للوكالة الدولية للطاقة الذرية المعنون " الحماية المادية للمواد النووية وسلامتها " (مشروع التعاون RES/9/060).

10. Ms. Schosseler (Luxembourg), speaking on behalf of the European Union and the associated countries of Central and Eastern Europe, and, in addition, Cyprus and Iceland, said that the Universal Declaration of Human Rights had strengthened the position of the individual as a subject of international law and was used by the international community as the cornerstone of several legal instruments.
١٠ - السيدة شوسيلر )لكسمبرغ(: تحدثت بالنيابة عن الاتحاد اﻷوروبي مشيرة إلى أن بلدان وسط أوروبا وأوروبا الشرقية المنتسبة إلى الاتحاد اﻷوروبي وقبرص وآيسلندا قد أعلنت انضمامها إلى البيان الذي ستدلي به وقالت إن اﻹعلان العالمي لحقوق اﻹنسان قد عزز موقف الفرد باعتباره خاضعا للقانون الدولي وهو الركيزة التي استند إليها المجتمع الدولي في وضع العديد من الصكوك القانونية.
