50. The Committee requests the State party to follow the harmonized guidelines on reporting under the international human rights treaties, including guidelines on a common core document and treaty-specific documents (HRI/MC/2006/3 and Corr.1).

17.3 States shall establish institutional guidelines to ensure the effectiveness of all relevant institutions, procedures and mechanisms, including guidelines pertaining to institutional organization, staff training and caseloads, investigation and complaints procedures, verification of property ownership or other property rights, as well as decision-making, enforcement and appeals mechanisms.

The Committee will continue to review its guidelines for preparation of reports by States parties under article 18 of the Convention, in the light of the acceptance, by the inter-committee meeting, of the revised harmonized reporting guidelines under international human rights treaties, including guidelines on a common core document and treaty-specific documents (HRI/MC/2006/3; see also A/61/38, part III, para. 636).

States generally supported efforts undertaken by the treaty bodies to streamline their various reporting requirements, including the acceptance by participants in the fifth inter-committee meeting of the revised harmonized guidelines on reporting under the international human rights treaties, including guidelines on a common core document and treaty-specific documents (see HRI/GEN/2/Rev.4).

At its thirty-eighth session, the Committee continued its discussion of the need for review and possible revision of its own reporting guidelines, taking into account the harmonized guidelines on reporting under the international human rights treaties, including guidelines on a common core document and treaty-specific documents (see HRI/MC/2006/3).

The Committee decided that States parties whose reports are to be submitted within two years should be invited to follow the harmonized guidelines on reporting under the international human rights treaties, including guidelines on a common core document and treaty-specific documents, approved at the fifth Inter-Committee meeting of the human rights treaty bodies in June 2006 (HRI/MC/2006/3).

The Committee also invites the State party to submit an updated core document in accordance with the requirements of the common core document in the harmonized guidelines on reporting under the international human rights treaties, including guidelines on a common core document and treaty-specific documents, approved at the 5th Inter-Committee meeting of the human rights treaty bodies in June 2006 (HRI/MC/2006/3).

12.4 States should establish guidelines that ensure the effectiveness of all relevant housing, land and property restitution procedures, institutions and mechanisms, including guidelines pertaining to institutional organization, staff training and caseloads, investigation and complaints procedures, verification of property ownership or other rights of possession, as well as decisionmaking, enforcement and appeals mechanisms.
12-4 ينبغي للدول أن تضع مبادئ توجيهية لضمان فعالية كافة الإجراءات والمؤسسات والآليات المتعلقة برد المساكن والأراضي والممتلكات، بما فيها المبادئ التوجيهية المتعلقة بالتنظيم المؤسسي، وتدريب الموظفين وعدد الحالات المعروضة، وإجراءات التحقيق وتقديم الشكاوى، والتحقق من ملكية الأموال أو غيرها من حقوق الملكية، وكذلك آليات اتخاذ القرارات والإنفاذ والتظلم.
