With regard to the estimate for United Nations Volunteers (UNV), the Advisory Committee notes from annex I that provision of $340,200 is proposed for the continuation of 30 United Nations Volunteers to serve as human rights observers for the period from 1 January to 7 February 1996.

8. Requests the Secretary-General to undertake the study called for by the Advisory Committee on Administrative and Budgetary Questions on the use of United Nations Volunteers in peacekeeping operations and to report to the General Assembly during the main part of its fifty-fifth session;

45. In formulating the sixth programme, various technical cooperation procedures were considered. The most important are: the ever-increasing use of national experts and consultants, implementation of projects through non-governmental organizations and other grass-roots organizations, use of United Nations Volunteers (UNV), and increased technical cooperation among developing countries.

Examples include: seeking quick secondment of experienced staff from non-governmental organizations; use of standby staffing mechanisms established with Governments; increased use of United Nations Volunteers; and expanded use of experienced consultants (including those listed on the Department of Humanitarian Affairs roster of such consultants).
