4. When establishing national preventive mechanisms, States Parties shall give due consideration to the Principles relating to the Status of National Institutions for the promotion and protection of human rights.
4 - تولي الدول الأطراف، عند إنشاء الآليات الوقائية الوطنية، الاعتبار الواجب للمبادئ المتصلة بمركز المؤسسات الوطنية لتعزيز وحماية حقوق الإنسان.

In this respect, attention should be paid to article 18, paragraph 4, of the Optional Protocol which calls upon States parties to give due consideration to the Paris Principles relating to the Status of National Institutions for the Promotion and Protection of Human Rights and to the importance of a public, inclusive and transparent process in the appointment of its members.
وينبغي إيلاء اهتمام في هذا الصدد للفقرة 4 من المادة 18 من البروتوكول الاختياري التي تدعو الدول الأعضاء إلى النظر كما ينبغي في مبادئ باريس المتعلقة بمركز المؤسسات الوطنية لتعزيز وحماية حقوق الإنسان وفي أهمية اتباع عملية علنية وشاملة وشفافة بشأن تعيين أعضاء اللجنة.

The Committee is concerned that the State party does not have a national human rights institution that fully complies with the principles relating to the status of national human rights institutions (the Paris Principles) (art. 2, para. 1).
7- تشعر اللجنة بالقلق لأنه لا توجد في الدولة الطرف مؤسسة وطنية لحقوق الإنسان تتقيد كلياً بالمبادئ المتعلقة بمركز المؤسسات الوطنية لتعزيز وحماية حقوق الإنسان (مبادئ باريس) (الفقرة 1 من المادة 2).

The Committee notes with concern that the National Institution for the Protection of Human Rights has yet to comply with the Paris Principles relating to the Status of National Institutions for the promotion and protection of human rights.
9- تلاحظ اللجنة مع القلق أنه يتعين أيضاً على المؤسسة الوطنية لحماية حقوق الإنسان الامتثال لمبادئ باريس المتعلقة بمركز المؤسسات الوطنية لتعزيز وحماية حقوق الإنسان.

The Committee recommends that the State party establish an independent national human rights institution with a mandate that also covers economic, social and cultural rights, and is in compliance with the Paris Principles relating to the Status of National Institutions for the Promotion and Protection of Human Rights.
توصي اللجنة الدولة الطرف بأن تُنشئ مؤسسة وطنية مستقلة لحقوق الإنسان تُسند إليها ولاية تشمل أيضاً الحقوق الاقتصادية والاجتماعية والثقافية وتمتثل لمبادئ باريس المتعلقة بمركز المؤسسات الوطنية لتعزيز وحماية حقوق الإنسان.

159. The Committee notes with concern that the National Institution for the Protection of Human Rights has yet to comply with the Paris Principles relating to the Status of National Institutions for the promotion and protection of human rights.

Please provide updated information regarding the establishment of an independent national human rights institution in compliance with the Paris Principles relating to the Status of National Institutions for the Promotion and Protection of Human Rights.

The Committee encourages the State party to request accreditation of the National Human Rights Commission by the International Coordinating Committee of National Institutions for the Promotion and Protection of Human Rights, in order to ensure that it complies with the Principles relating to the Status of National Institutions for the promotion and protection of human rights, including with regard to its independence.

Any institutions created for the protection and promotion of human rights at the national level, their precise mandate, composition, financial resources and activities, and whether such institutions are regarded as independent in accordance with the " Principles relating to the Status of National Institutions " (Paris Principles) E/1992/22 (A/RES/48/134);

The State party should work towards establishing a national human rights institution in accordance with the Principles relating to the Status of National Institutions for the promotion and protection of human rights (the Paris Principles) (General Assembly resolution 48/134).

2. Notes the establishment by the Government of Myanmar of a preparatory process for a human rights committee and encourages it to continue this process in conformity with the Principles relating to the Status of National Institutions for the promotion and protection of human rights annexed to General Assembly resolution 48/134 of 20 December 1993;
2- تلاحظ مباشرة حكومة ميانمار لعملية تحضيرية تخص لجنة لحقوق الإنسان وتشجعها على مواصلة هذه العملية بما يتمشى مع المبادئ المتعلقة بمركز المؤسسات الوطنية لتعزيز وحماية حقوق الإنسان المرفقة بقرار الجمعية العامة 48/134 المؤرخ 20 كانون الأول/ديسمبر 1993؛

1. Reaffirms the importance of the development of effective, independent, pluralistic national institutions for the promotion and protection of human rights in conformity with the Principles relating to the Status of National Institutions for the promotion and protection of human rights, annexed to General Assembly resolution 48/134;
1- تعيد تأكيد أهمية إنشاء مؤسسات وطنية فعالة ومستقلة وتعددية لتعزيز وحماية حقوق الإنسان على نحو يتمشى مع المبادئ المتعلقة بمركز المؤسسات الوطنية لتعزيز وحماية حقوق الإنسان والمرفقة بقرار الجمعية العامة 48/ 134؛

6. A law was enacted establishing the Human Rights Commission in accordance with the Principles relating to the status of national human rights institutions (the " Paris Principles " ). The Commission includes a wide range of representatives of society and women. The Commission was assigned its own budget, with the approval of the Parliament.
6- وصدر قانون إنشاء مفوضية حقوق الإنسان التي أنشئت وفقاً للمبادئ المتعلقة بمركز المؤسسات الوطنية لتعزيز وحماية حقوق الإنسان (مبادئ باريس) ويتم فيها تمثيل عريض من مكونات المجتمع والمرأة، وتخصَّص لها ميزانية مستقلة يجيزها البرلمان.
