I have the honour to submit annexed hereto the text of the statement on the Question of Refugees and security in Rwanda.

With regard to various statements and reports concerning the issue of refugees from the Republic of Croatia, and, in particular, those of Serbian ethnic origin, I have the honour to make the following statement:

During the period under review, in addition to convening its fourteenth and fifteenth ministerial meetings, the United Nations Standing Advisory Committee on Security Questions in Central Africa organized the Subregional Conference on the Question of Refugees and Displaced Persons in Central Africa.
عقدت لجنة الأمم المتحدة الاستشارية الدائمة المعنية بمسائل الأمن في وسط أفريقيا اجتماعيها الوزاريين الرابع عشر والخامس عشر خلال الفترة قيد الاستعراض، وقامت اللجنة أيضا خلال الفترة نفسها بتنظيم المؤتمر دون الإقليمي المعني بمسألة اللاجئين والمشردين في وسط أفريقيا.

With regard to the issue of refugees and displaced persons, Japan highly commends the activities of UNHCR and others and intends to continue to actively cooperate with them.
وفيما يتعلق بمسألة اللاجئين والمشردين، تشيد اليابان إشادة كبيرة باﻷنشطة التي تضطلع بها مفوضية اﻷمم المتحدة السامية لشؤون اللاجئين وغيرها وتعتزم أن تواصل بنشاط التعاون معها.

9. Requests the Secretary-General to submit to the Council his views on how to take forward the issue of refugees and internally displaced persons, including their return;
9 - يطلب إلى الأمين العام أن يقدم إلى المجلس وجهات نظره بشأن كيفية السير قدما بمسألة اللاجئين والمشردين داخليا، بما في ذلك، مسألة عودتهم؛

The Advisory Commission also expressed its concern over the lack of progress in finding a just solution of the Palestine refugee issue in accordance with relevant United Nations resolutions and the failure to begin the final status negotiations, including those related to the issue of refugees.
كما أعربت اللجنة الاستشارية عن قلقها حيال عدم التقدم نحو إيجاد حل عادل لمسألة اللاجئين الفلسطينيين وفقا لقرارات اﻷمم المتحدة ذات الصلة ، والفشل في بدء مفاوضات الوضع الدائم، بما فيها تلك المتصلة بمسألة اللاجئين.

Nor can the refugee issue justify this aggression, for the Ugandan authorities themselves recognize that the Rwanda-Uganda talks were on the verge of success.
