25. Pursuant to General Assembly resolution 65/248 on the harmonization of conditions of service in the field, it is proposed that one Field Service post of Administrative Assistant be converted to one national General Service post.

In line with the recommendations of the International Civil Service Commission, the Secretariat has revised its proposals relating to the harmonization of conditions of service in non-family duty stations to include the following:

76. The proposal to harmonize conditions of service in the field likewise required further study.

1. Recalls section C of its resolution 65/248, and requests the Commission, in the context of its annual report, to report to the General Assembly on the implementation of its decisions regarding the harmonization of the conditions of service in non-family duty stations during the transition period;

In connection with the harmonization of the conditions of service in the field, in the Contingent-owned Equipment and Property Management Section it is proposed that three Field Assistant, five Contingent-owned Equipment Assistant, two Property Disposal Assistant and three Receiving and Inspection Assistant (Field Service) posts be converted to national General Service posts.

In addition to the closure of MINURCAT, which accounted for 1,566 posts, the variance is primarily attributable to the proposed abolition of 374 posts in the context of General Assembly resolution 65/248 with regard to the harmonization of the conditions of service in the field (see para. 37 below).

90. In connection with the harmonization of the conditions of service in the field, in the Engineering Section it is proposed that one Associate Engineer (P-2 level) post and one Materials and Assets Officer (Field Service) post be abolished and one Administrative Assistant (Field Service) post be converted to a national General Service post.

In connection with the harmonization of the conditions of service in the field, in the Supply Section it is proposed that the post of one Rations Assistant (Field Service) be abolished and the posts of two Supply Assistants, two Food Service Assistants and one Administrative Assistant (Field Service) be converted to national General Service posts.

In connection with the harmonization of the conditions of service in the field, it is proposed that one Telecommunications Engineer (P-3) post be abolished and one Information Technology Assistant and two Telecommunications Technician (Field Service) posts be converted to national General Service posts.

107. In connection with the harmonization of the conditions of service in the field, in the Transport Section it is proposed to abolish two Transport Officer (1 P-3 level and 1 Field Service) posts and to convert four Transport Assistant (Field Service) posts to national General Service posts.

Also requests the Secretary-General, subject to the provisions of the present resolution, to exert his leadership as Chair of the United Nations System Chief Executives Board for Coordination to ensure the system-wide implementation of the recommendations of the Commission concerning the harmonization of the conditions of service in non-family duty stations, as reflected in the report of the Commission;

(a) Endorsing the recommendations of the International Civil Service Commission with regard to the harmonization of conditions of service in non-family duty stations, as reflected in the report of the International Civil Service Commission for 2010;

239. At its seventy-first session, held in July and August 2010, the Commission made a number of recommendations (A/65/30, para. 243) relating to the harmonization of conditions of service in non-family duty stations.

39. The Advisory Committee was informed that the variances in the financial resources for civilian staff between the two periods was due to a combination of factors, related both to the harmonization of conditions of service in the field and other reasons, including changes in salary scales and common staff costs; changes in the staffing establishment; and changes in vacancy rates.

In addition, pursuant to General Assembly resolution 65/248 on the harmonization of conditions of service in the field, the present report reflects proposed abolishment of 3 P-3 posts, 1 P-2 post and 11 Field Service posts and proposed conversion of 17 Field Service posts to 17 national General Service posts.

The question of harmonization of conditions of service was considered by the International Civil Service Commission in its report issued on 1 January 2006 (A/61/30/Add.1), in which the Commission supported the Secretary-General's proposals to harmonize conditions of service in the field.
وقد نظرت لجنة الخدمة المدنية الدولية في مسألة مواءمة شروط الخدمة في تقريرها الصادر في 1 كانون الثاني/يناير 2006 (A/61/30/Add.1)، والذي أيدت فيه اللجنة مقترحات الأمين العام المتعلقة بمواءمة شروط الخدمة في الميدان.
