2. Nothing in this Convention shall entitle a State Party to undertake in the territory of another State the exercise of jurisdiction and performance of functions that are reserved exclusively for the authorities of that other State by its domestic law.
2 - لا يمّكن أي حكم من أحكام هذه الاتفاقية دولة طرفا من ممارسة اختصاصات أو مهام في أراض دولة أخرى، تقتصر ممارستها حصريا على سلطات تلك الدولة الأخرى بموجب قانونها المحلي.

17.1. 15.1.
