Stressing the primary responsibility of all countries for their own science and technology policies, and the need to further promote endogenous capacity-building in science and technology in developing countries so as to enable them to participate in, benefit from and contribute to the rapid advances in science and technology,
وإذ تشدد على المسؤولية اﻷساسية لجميع البلدان عن السياسات الخاصة بها في مجال العلم والتكنولوجيا، وعلى الحاجة الى زيادة تعزيز بناء القدرات الذاتية في مجال العلم والتكنولوجيا في البلدان النامية لتمكينها من المشاركة في أوجه التقدم السريع في مجال العلم والتكنولوجيا واﻹفادة منها والمساهمة فيها،

35. The process of endogenous capacity-building in science and technology is long term and all-encompassing. Sometimes it is practically equated with the process of economic and social development itself.
٣٥ - إن عملية بناء القدرات الذاتية في مجال العلم والتكنولوجيا عملية طويلة اﻷجل وشاملة، وهي تعتبر أحيانا صنوا لعملية التنمية الاقتصادية والاجتماعية ذاتها.

Advisory services. Advice to member States on the building of endogenous capacities in science and technology, including advice on policies and measures related to the absorption, generation and diffusion of science and technology and human resource development.
الخدمات الاستشارية - إسداء المشورة الى الدول اﻷعضاء بشأن بناء القدرات الذاتية في مجال العلم والتكنولوجيا، بما في ذلك اسداء المشورة بشأن السياسات والتدابير المتصلة باستيعاب وابتكار ونشر العلم والتكنولوجيا وتنمية الموارد البشرية.

2. Stresses that endogenous capacity-building in science and technology in the developing countries is indispensable to their efforts to mobilize indigenous resources for science and technology for development;
٢ - تؤكد أن بناء القدرات الذاتية في مجال العلم والتكنولوجيا في البلدان النامية لا غنى عنه لجهودها المبذولة من أجل حشد الموارد الذاتية لتسخير العلم والتكنولوجيا ﻷغراض التنمية؛

" Stressing the need to further promote endogenous capacity-building in science and technology in developing countries so as to enable them to participate in, benefit from and contribute to the rapid advances in science and technology,
" وإذ تشدد على الحاجة الى زيادة تعزيز بناء القدرات الذاتية في مجال العلم والتكنولوجيا في البلدان النامية لتمكينها من المشاركة في أوجه التقدم السريع في مجال العلم والتكنولوجيا واﻹفادة منها والمساهمة فيها،

19. Stresses the potentially important role that the United Nations Fund for Science and Technology for Development should play in enhancing endogenous capacity-building in science and technology in developing countries, and calls on all countries in a position to do so to contribute generously to the Fund;
١٩ - تؤكد على الدور الهام الذي يمكن أن يؤديه صندوق اﻷمم المتحدة لتسخير العلم والتكنولوجيا ﻷغراض التنمية في تعزيز بناء القدرات الذاتية في مجال العلم والتكنولوجيا في البلدان النامية، وتطلب إلى جميع البلدان القادرة على المساهمة في الصندوق أن تفعل ذلك بسخاء؛

19. Stresses the potentially important role that the United Nations Fund for Science and Technology for Development should play in enhancing endogenous capacity-building in science and technology in developing countries, and calls on all countries in a position to do so to contribute generously to the Fund;
٩١ - تؤكد على الدور الهام الذي ينبغي أن يؤديه صندوق اﻷمم المتحدة لتسخير العلم والتكنولوجيا ﻷغراض التنمية في تعزيز بناء القدرات الذاتية في مجال العلم والتكنولوجيا في البلدان النامية، وتطلب إلى جميع البلدان القادرة على المساهمة في الصندوق أن تفعل ذلك بسخاء؛

This present second report provides supplementary information on the main activities of the United Nations and the secretariat in the field of science and technology for development, including cooperation in technology assessment and forecasting, as well as the role of the United Nations system in endogenous capacity-building in science and technology.
ويُوفر هذا التقرير الثاني معلومات إضافية عن اﻷنشطة الرئيسية لﻷمم المتحدة واﻷمانة في مجال العلم والتكنولوجيا من أجل التنمية، بما في ذلك التعاون في تقييم التكنولوجيا والتنبؤ بها، وكذلك دور منظومة اﻷمم المتحدة في بناء القدرات الذاتية في مجال العلم والتكنولوجيا.

" 13. Stresses the important role that the United Nations Fund for Science and Technology for Development should play in enhancing endogenous capacity-building in science and technology in developing countries, and calls on all countries in a position to do so to contribute generously to the Fund;
" ١٣ - تشدد على الدور الهام الذي ينبغي أن يؤديه صندوق اﻷمم المتحدة لتسخير العلم والتكنولوجيا ﻷغراض التنمية في تعزيز بناء القدرات الذاتية في مجال العلم والتكنولوجيا في البلدان النامية، وتطلب إلى جميع البلدان القادرة على المساهمة في الصندوق أن تفعل ذلك بسخاء؛

His delegation supported the conclusions of the Secretary-General on endogenous capacity-building in science and technology in the developing countries (A/50/649).
٨٨ - وأردف قائلا إن وفده يؤيد ما خلص إليه اﻷمين العام بشأن بناء القدرات الذاتية في مجال العلم والتكنولوجيا في البلدان النامية (A/50/649).

" 2. Urges that national efforts and international development cooperation, in particular through supportive financial and technical assistance from donor Governments, multilateral lending institutions and international agencies, be intensified and strengthened towards endogenous capacity-building in science and technology in developing countries;
" ٢ - تحـث على تكثيف وتعزيز الجهود الوطنية والتعاون اﻹنمائي الدولي، وذلك خاصة عن طريق تقديم المساعدة المالية والتقنية الداعمة من الحكومات المانحة ومؤسسات اﻹقراض المتعددة اﻷطراف والوكالات الدولية، مـن أجل بناء القدرات الذاتية في مجال العلم والتكنولوجيا في البلدان النامية؛

" 3. Stresses that endogenous capacity-building in science and technology in developing countries is indispensable to their efforts to mobilize indigenous resources for science and technology for development and hence should remain a priority issue on the agenda of the United Nations;
" ٣ - تؤكد أن بناء القدرات الذاتية في مجال العلم والتكنولوجيا في البلدان النامية لا غنى عنه للجهود التي تبذلها هذه البلدان من أجل حشد الموارد الذاتية لتسخير العلم والتكنولوجيا ﻷغراض التنمية وينبغي من ثم أن يبقى مسألة ذات أولوية في جدول أعمال اﻷمم المتحدة؛

" 10. Recognizes also the potentially important role of the United Nations Fund for Science and Technology for Development in enhancing endogenous capacity-building in science and technology in developing countries, and calls upon donor countries to contribute generously to the Fund;
" ١٠ - تسلم أيضا بأن صندوق اﻷمم المتحدة لتسخير العلم والتكنولوجيا ﻷغراض التنمية يمكن أن يقوم بدور هام في تعزيز بناء القدرات الذاتية في مجال العلم والتكنولوجيا في البلدان النامية، وتطلب من البلدان المانحة أن تسهم في هذا الصندوق بسخاء؛

4. ٤ - تحـث على مضاعفة وتعزيز الجهود الوطنية والتعاون اﻹنمائي الدولي وخاصة من خلال تقديم المساعدة المالية والتقنية الداعمة من الحكومات المانحة ومؤسسات اﻹقراض المتعددة اﻷطراف والوكالات الدولية، مـن أجل بناء القدرات الذاتية في مجال العلم والتكنولوجيا في البلدان النامية؛

10. Recognizes also the potentially important role of the United Nations Fund for Science and Technology for Development in enhancing endogenous capacity-building in science and technology in the developing countries, and calls on all countries in a position to do so to contribute generously to the Fund;
١٠ - تسلم أيضا بأن صندوق اﻷمم المتحدة لتسخير العلم والتكنولوجيا ﻷغراض التنمية يمكن أن يقوم بدور هام في تعزيز بناء القدرات الذاتية في مجال العلم والتكنولوجيا في البلدان النامية، وتطلب من جميع البلدان القادرة على الاسهام في هذا الصندوق بسخاء أن تفعل ذلك؛

5. Stresses that endogenous capacity-building in science and technology is an indispensable component of any country's effort to mobilize science and technology for development and hence should remain a priority issue on the United Nations agenda;
٥ - يؤكد أن بناء القدرات الذاتية في مجال العلم والتكنولوجيا عنصرا لا غنى عنه في الجهود التي يبذلها أي بلد لتعبئة العلم والتكنولوجيا ﻷغراض التنمية ومن ثم ينبغي أن تظل موضوعا ذا أولوية في جدول أعمال اﻷمم المتحدة؛
