The objective of the coalition, built upon a series of such dialogues, would be to coordinate policies by optimizing the resources made available to support endogenous capacity-building in science and technology for developing countries;

States should cooperate to strengthen endogenous capacity-building for sustainable development by improving scientific understanding through exchanges of scientific and technological knowledge, and by enhancing the development, adaptation, diffusion and transfer of technologies, including new innovative technologies.

Article 9.2 provides that the SBSTA shall provide assessments of the state of scientific knowledge relating to climate change and its effects, prepare scientific assessments on the effects of measures taken in the implementation of the Convention and provide advice on promoting development and/or transferring technologies and supporting endogenous capacity-building.

4. Provide advice on scientific programmes, and on international cooperation in research and development related to climate change, as well as on ways and means of supporting endogenous capacity-building in developing countries (Article 9.2 (d)), and assist the Parties in implementing Articles 5 and 6 of the Convention. In this context:
