121. As regards the scope of the topic, some delegations were of the view that there was no need for a comprehensive set of rules; a study limited to general rules and some particular situations was suggested in that regard.

275. As regards the scope of the topic with respect to the persons covered, the Special Rapporteur observed that the title generically referred to the notion of " State officials " .

306. On the scope of the topic with respect to the persons covered, the majority of members had favoured consideration of the status of all " State officials " and had supported the use of such term, which was to be defined in the future work of the Commission.

22. With regard to the scope of the topic ratione materiae the main focus of study should be the rights and obligations between States; ratione personae the subject of study should be States; and ratione temporis study should begin with the disaster response and post-disaster reconstruction phases.

With regard to the scope of the topic ratione materiae, delegations were generally of the view that a strict distinction between natural and man-made disasters was not necessary; such a distinction could be artificial and difficult to make in practice in view of the complex interaction of different causes leading to disasters.

Concerning the topic " Protection of persons in the event of disasters " , the Commission had before it the second report of the Special Rapporteur (A/CN.4/615 and Corr.1), which focused on issues relating to the scope of the topic ratione materiae, ratione personae and ratione temporis, the definition of disaster, as well as the principles of solidarity and cooperation.
