الدول مطالبة بوضع أحكام تجرِّم على وجه التحديد قيام رعاياها أو أي شخص في أراضيها عمدا بتوفير أموال أو جمعها بأية وسيلة، بصورة مباشرة أو غير مباشرة، بنية استخدام هذه الأموال في ارتكاب أعمال إرهابية أو مع العلم بأنها سوف تستخدم في هذا الغرض.
