Let me also congratulate through you the CD's immediate past President, Ambassador Benjelloun-Touimi, for his contribution to the Conference and particularly his sincere efforts aimed at resolving the inordinately delayed and vexed issue of expansion of the CD's membership.

For this collective achievement, we owe a debt of gratitude to my predecessor Ambassador Benjelloun-Touimi of Morocco and his predecessors for laying a firm foundation for the smooth commencement of the 1996 session and for helping me overcome some difficult procedural issues on organizational arrangements.
وازاء تحقيق هذا الانجاز الجماعي، نشعر أننا مدينون بمشاعر الامتنان لسلفي السفير بن جلون تويمي من المغرب ولمن سبقوه لوضعهم أساسا قويا أتاح بداية هادئة لدورة عام ٦٩٩١، ومساعدتي في التغلب على بعض المسائل الاجرائية الصعبة بشأن الترتيبات التنظيمية.

The long-drawn-out stalemate on the issue of expansion since the O'Sullivan recommendations witnessed a breakthrough on 21 September 1995 with the adoption of decision CD/1356, under the presidency of Ambassador Benjelloun-Touimi of Morocco.
إن المأزق الذي طال عليه العهد فيما يتعلق بمسألة التوسيع منذ تقديم توصيات أوسليفان قد شهد انجازاً يوم ١٢ أيلول/سبتمبر ٥٩٩١، باعتماد القرار CD/1356 في ظل رئاسة السفير بن جلون تويمي من المغرب.

My delegation is very disappointed that the decision adopted by the Conference - thanks to the tireless efforts of Ambassador Benjelloun-Touimi - to expand the membership of the Conference to allow another 23 countries to participate as full members cannot be implemented for reasons which we fail to understand.
