As for the " eastern enclaves " , because UNPROFOR and the international community not only designated these regions as safe areas but also disarmed the defenders, the international community is morally and legally obligated to continue with its responsibility and/or to coordinate with the Government of the Republic of Bosnia and Herzegovina the return of this responsibility to the Army of the Republic of Bosnia and Herzegovina.

Recalling also Security Council resolutions 824 (1993) of 6 May 1993 and 836 (1993) of 4 June 1993, in which the Council declared that Sarajevo, Tuzla, Zepa, Gorazde, Bihac, Srebrenica and their surroundings should be treated as safe areas and that international humanitarian agencies should be given free and unimpeded access to those areas,
وإذ تشير أيضا إلى قراري مجلس اﻷمن ٤٢٨ )٣٩٩١( المؤرخ في ٦ أيار/مايو ٣٩٩١ و٦٣٨ )٣٩٩١( المؤرخ في ٤ حزيران/يونيه ٣٩٩١ اللذين أعلن فيهما المجلس وجوب معاملة سراييفو وتوزلا وزيبا وغوراجده وبيهاتش وسريبرينيكا وضواحيها بوصفها مناطق آمنة ووجوب أن توفر للوكالات اﻹنسانية الدولية إمكانية الوصول إلى تلك المناطق بحرية ودون أي عائق،
