5. Ms. Pulido Santana (Venezuela) said that despite all international efforts in recent years to improve the status of women, much remained to be done.

3. Ms. Pulido Santana (Venezuela) said that the High Commissioner's comments on the need for greater cooperation between UNHCR and related agencies were particularly timely in the light of the worsening refugee crises around the world.

Ms. Pulido Santana (Venezuela) said that the presence of the Minister for Foreign Affairs, International Trade and Worship of Argentina and his delegation at the Committee's meeting in itself demonstrated Argentina's firm commitment to pursue its efforts to resolve the question of the Malvinas Islands through negotiations.

Ms. Pulido Santana (Venezuela), speaking on behalf of the Group of 77 and China, said that, during the year that had passed since the historic World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance, considerable efforts had been made to implement the Durban Declaration and Programme of Action.

Ms. Pulido Santana (Venezuela) welcomed the significant attention which the new High Commissioner for Human Rights had given to the need to recognize cultural diversity, strengthen national human rights institutions and promote the rule of law, an essential requirement for enhanced protection and guarantees of fundamental human rights.

17. Ms. Pulido Santana (Venezuela) welcomed Saint Kitts and Nevis and Saint Vincent and the Grenadines to membership in the Special Committee, and expressed her belief that the Committee would contribute to the completion of the process of decolonization throughout the world.

Ms. Pulido Santana (Venezuela) (spoke in Spanish): It has been almost a year and a half since a historic special session took place in this very hall, which was dedicated to the millions of people around the world whose lives have been affected by the terrible HIV/AIDS epidemic.

Ms. Pulido Santana (Venezuela) (spoke in Spanish): The joint consideration of these two items enables us to evaluate from a global perspective the results of the international community's assistance to Africa so that the continent can achieve sustainable socio-economic growth and development and alleviate the impact that internal and international conflicts have had on countries in trying to achieve those goals.

15. Ms. Pulido Santana (Venezuela) said that her country associated itself with the statement made by the Peruvian delegation on behalf of the Rio Group and with the statement that Ecuador would make on behalf of the Andean Community at the current session. Venezuela, an international drugs transit country, considered combating drugs a national security and defence priority.
