ونظرا لعدم وجود هذا الحكم فسوف يتعين على كل دولة، عند التصــديق علـى المعاهدة إصدار بيان تفسيري أو الاعراب عن تحفظ لتوضيح ما اذا كانت ستظل مرتبطة باتفاقات المجاري المائية الخاصة السابقة.
