I am referring to the Judgment issued by the Court in connection with the land, island and maritime frontier between El Salvador and Honduras.

That instrument had been adopted in order to resolve the problems arising from the delimitation of the boundary between El Salvador and Honduras in an orderly manner and with respect for acquired rights.
وقد اعتُمد هذا الصك لحل المشاكل الناجمة عن ترسيم الحدود بين السلفادور وهندوراس بطريقة منظمة وفي إطار احترام الحقوق المكتسبة.

The Convention between El Salvador and Honduras was complemented by a handbook of procedures for the exercise, by the people of the Nahuaterique region, of the right to choose their nationality. The handbook was drafted in order to detail those aspects of the option procedure that were still to be determined.

4 - الاتفاق الموقع بين السلفادور وهندوراس في 24 أيار/مايو القاضي بالاحتكام إلى محكمة العدل الدولية لحل نزاعهما على الحدود البرية والجزرية والبحرية؛

Sir Robert Jennings was President of the Court from 1991 to 1994 and sat as a member during two Chamber cases: the Land, Island and Maritime Frontier Dispute between El Salvador and Honduras, Nicaragua intervening, from 1986 to 1992; and Elettronica Sicula S.p.A, from 1987 to 1989.
وكان عضوا في قضيتي الهيئة القضائية، إحداهما تتعلق بنزاع على الحدود البرية والجزرية والبحرية بين السلفادور وهندوراس وتدخل نيكاراغوا، في الفترة من عام ١٩٨٦ الى عام ١٩٩٢، واﻷخرى تتعلق ﺑ Elettronica Sicula S.P.A، في الفترة من عام ١٩٨٧ الى عام ١٩٨٩.

He drew attention to the judgment issued recently by the International Court of Justice in the border dispute between El Salvador and Honduras in which, for the first time, the Court had applied Article 62 of the Statue, allowing the intervention of a third country, specifically Nicaragua.
٧ - ووجه الانتباه إلى الحكم الصادر مؤخرا عن محكمة العدل الدولية في النزاع الحدودي بين السلفادور وهندوراس والذي طبقت فيه المحكمة، ﻷول مرة، المادة ٦٢ من النظام اﻷساسي، التي تسمح بتدخل دولة ثالثة، وهي نيكاراغوا على وجه التحديد.

2. Once the request is admitted that it proceed to a revision of the Judgment of 11 September 1992, so that a new judgment fixes the boundary line in the sixth disputed sector of the land boundary between El Salvador and Honduras as follows:
2 - وأن تشرع، بمجرد قبول الطلب، في إعادة النظر في الحكم المؤرخ 11 أيلول/سبتمبر 1992 حتى يعين حكم جديد خط الحدود في القطاع السادس المتنازع عليه من الحدود البرية بين السلفادور وهندوراس وذلك على النحو التالي:

I have the honour to write to you in connection with the submission to the Security Council of a new report on the status of the Judgment of the International Court of Justice of 11 September 1992 (Land, Island and Maritime Frontier Dispute between El Salvador and Honduras: Nicaragua intervening) (see enclosure).
أتشرف بأن أكتب إليكم بمناسبة تقديم تقرير جديد إلى مجلس الأمن عن حالة الحكم الصادر عن محكمة العدل الدولية في 11 أيلول/سبتمبر 1992 (النـزاع على الحدود البرية والجزرية والبحرية بين السلفادور وهندوراس: نيكاراغوا كطرف دخيل) (انظر الضميمة).

This proposal is consistent with and is based on the judgment of the International Court of Justice of 11 September 1992 (Land, Island and Maritime Frontier Dispute between El Salvador and Honduras: Nicaragua intervening), which contains the following paragraph:
وهذا المقترح يتماشى مع الحكم الصادر عن محكمة العدل الدولية في 11 أيلول/ سبتمبر 1992 ويستند إليه (قضية النزاع المتعلق بالحدود البرية والجزرية والبحرية بين السلفادور وهندوراس: نيكاراغوا طرف دخيل)، وهو الحكم الذي يتضمن الفقرة التالية:

I have the honour to inform you that, on instructions from my Government, I am requesting that the document dated 30 April 2003, entitled " Organization of American States appoints technical expert to assist in demarcation of El Salvador-Honduras border " (see annex), concerning the ruling issued by the International Court of Justice in the Honduras-El Salvador case, be circulated as a document of the Security Council.
يشرفني أن أتوجه إليكم لألتمس منكم، بناء على تعليمات من حكومتي، تعميم الوثيقة المؤرخة 30 نيسان/أبريل 2003 والمعنونة " منظمة الدول الأمريكية تعين خبيرا تقنيا للمساعدة في ترسيم الحدود بين السلفادور وهندوراس " (انظر المرفق) والمتعلقة بفتوى محكمة العدل الدولية بشأن قضية هندوراس ضد السلفادور، بوصفها وثيقة من وثائق مجلس الأمن.

3. In order to comply with the Judgment despite the fact that 10 years had elapsed, the presidents of the two republics in September 2002 called on the El Salvador-Honduras Special Demarcation Commission to carry out an accelerated programme of demarcation of all sectors of the boundary delimited by the 1992 Judgment, without exception.
3 - وتنفيذا لهذه الفتوى، ورغم انقضاء السنوات العشر تلك، حثّ رئيسا الجمهوريتين اللجنة الخاصة لترسيم الحدود بين السلفادور وهندوراس في أيلول/سبتمبر 2002 على تنفيذ برنامج معجل لترسيم الحدود على طول الحدود الفاصلة بين البلدين على نحو ما نصت عليه الفتوى الصادرة في عام 1998، دون أي استثناء.
