وأكد في هذا الصدد، على وجوب قيام علاقة عمل وثيقة للغاية بين المدعي العام والدول اﻷطراف في تنفيذ ما تقدمه المحكمة من طلبات مساعدة أو تسليم، وأن يكون النظام اﻷساسي مرنا بما يكفي لمراعاة ذلك، موليا في الوقت ذاته العناية اللازمة لحقوق اﻷفراد والالتزامات الدوليية للدول.
