Mr. Butagira (Uganda) said that, although negotiations between the Frente POLISARIO and Morocco on the question of Western Sahara had commenced in June 2007, many obstacles still remained in the way of achieving a just and mutually acceptable political solution that would provide for the self-determination of the Saharan people.

The Secretary-General further informed the Council that the restrictions imposed by the Frente POLISARIO since January 2001 had progressively been lifted and, by the end of June 2002, patrolling of MINURSO military observers had been resumed in all Frente POLISARIO military regions east of the berm, in accordance with the provisions of the ceasefire arrangements between the Frente POLISARIO and MINURSO.

As a result of these efforts, by the end of June 2002, the January 2001 restrictions had been progressively lifted in all Frente POLISARIO military regions east of the berm and patrolling of MINURSO military observers was resumed in accordance with the provisions of the ceasefire arrangements between the Frente POLISARIO and MINURSO.
