It is also concerned that such treatment cannot be reconciled with the requirement in article 10 (3) that the penitentiary system shall comprise treatment the essential aim of which shall be the reformation and social rehabilitation of prisoners.

It also recalls the Basic Principles for the Treatment of Prisoners.

Further, article 10 (3) requires that the penitentiary system shall comprise treatment of prisoners the essential aim of which shall be their reformation and social rehabilitation.

76. The Special Rapporteur asserts that social isolation is contrary to article 10, paragraph 3, of the International Covenant on Civil and Political Rights, which states that " The penitentiary system shall comprise treatment of prisoners the essential aim of which shall be their reformation and social rehabilitation " (General Assembly resolution 2200 (XXI), annex).
76 - ويؤكد المقرر الخاص أن العزلة الاجتماعية فيها مخالفة للفقرة 3 من المادة 10 في العهد الدولي الخاص بالحقوق المدنية والسياسية، التي تنص على أن ' ' يراعى نظام السجون معاملة المسجونين معاملة يكون هدفها الأساسي إصلاحهم وإعادة تأهيلهم الاجتماعي``، (قرار الجمعية العامة 2200 (د-21)، المرفق).

The International Covenant on Civil and Political Rights also makes it clear that the penitentiary system for convicted offenders " shall comprise treatment of prisoners the essential aim of which shall be their reformation and social rehabilitation " (art. 10, para. 3).
