Almost two years ago, the International Court of Justice, in a historic Advisory Opinion on the Legality of the Threat or Use of Nuclear Weapons, unanimously concluded that States parties to the NPT have the obligation not only to begin but also to bring to a conclusion negotiations leading to nuclear disarmament in all its aspects under strict and effective international control.
وقبل عامين تقريبا خلصت محكمة العدل الدولية باﻹجماع، في فتوى تاريخية بشأن مشروعية التهديد باﻷسلحة النووية أو استخدامها، إلى أن الدول اﻷطراف في معاهدة عدم الانتشار ليست ملزمة فقط بأن تبدأ مفاوضات تؤدي إلى نزع السلاح النووي من جميع جوانبه تحت رقابة دولية صارمة وفعالة بل أيضا بأن تصل بهذه المفاوضات إلى الخاتمة المنشودة.

∙ The advisory opinion tendered by the International Court of Justice on the legality of the threat or use of nuclear weapons should be recalled, by which the Court recognized that all members of the international community have an obligation to pursue in good faith and bring to a conclusion negotiations leading to nuclear disarmament in all its aspects under strict and effective international control.
