8. The 13 Sri Lankan citizens of Tamil origin whose cases are mentioned below are all said to have been arrested without reasons being given for their arrest.

110. On 13 January 1998, the Special Rapporteur sent an urgent appeal on behalf of Manickavasagam Suresh, a Tamil from Sri Lanka recognized as a refugee under the Convention relating to the Status of Refugees in 1991, who was reportedly scheduled to be returned to Sri Lanka from Canada on 19 January 1998.

By letter dated 24 September 1998 the Special Rapporteur informed the Government that she had received reports alleging that women and girls of Tamil origin in Northern and Eastern Provinces suffer sexual violence at the hands of the military.

According to the information submitted by the source to the Working Group, the Government of Sri Lanka has given wide powers to the police and the Minister of Defence, under the Prevention of Terrorism Act (PTA) and the Emergency Regulations (ERs) linked to PTA, to arrest and detain Sri Lankan citizens of Tamil origin for a period of up to 18 months without a warrant.

2.3 During the period from 17 July to 30 September 1993, three policemen including a Police Constable (hereinafter " the PC " ) of the Criminal Investigation Department (hereinafter " the CID " ), assisted by a former Tamil militant, interrogated the author.
