This would mean that service of process is to be completed without any procedure undertaken by a court, etc., which is usually the case in a service of process instituting a proceeding against a private person.

In other words, in such a proceeding for which the court of the State of the forum determines that State immunity may be applicable, service of process by writ or other document would not be effected against another State, and therefore the possibility of this other State's appearance as a defendant before the court would be excluded.
