Section 1 of the annex to the Agreement addresses the issue of " Costs to States Parties and institutional arrangements " .

In accordance with paragraph 2 of article 14 of the Convention, the costs incurred by the Secretary-General under articles 7 and 8 of the Convention would be borne by the States parties to the Convention in accordance with the United Nations scale of assessments, adjusted appropriately.
