3 - تؤكد من جديد أهمية الانضمام العالمي إلى المعاهدة، وتهيب بالدول غير الأطراف في المعاهدة أن تنضم إليها بوصفها دولا غير حائزة للأسلحة النووية بلا تأخير ودون شروط، وأن تمتنع إلى حين انضمامها إلى المعاهدة عن القيام بأي أفعال تتعارض مع هدف المعاهدة ومقصدها، وأن تتخذ كذلك خطوات عملية لدعم المعاهدة؛

Urges all States to maintain their moratoriums on nuclear-weapon test explosions or any other nuclear explosions and to refrain from acts that would defeat the object and purpose of the Treaty, while stressing that these measures do not have the same permanent and legally binding effect as the entry into force of the Treaty;
4 - تحث جميع الدول على مواصلة وقفها الاختياري للتفجيرات التجريبية للأسلحة النووية أو أي تفجيرات نووية أخرى، والامتناع عن القيام بأية أعمال تتعارض مع هدف المعاهدة ومقصدها، مشددة في الوقت عينه على أنه ليس لهذه التدابير نفس المفعول الدائم والملزم قانونا كما هي الحال بالنسبة لدخول المعاهدة حيز النفاذ؛

Progressive reduction or phasing out of market imperfections, fiscal incentives, tax and duty exemptions and subsidies in all greenhouse gas emitting sectors that run counter to the objective of the Convention and application of market instruments;
`7` التخفيض أو الإنهاء التدريجي لنقائص السوق، والحوافز الضريبية، والإعفاءات من الضرائب والرسوم، والإعانات التي تتعارض مع هدف الاتفاقية، في جميع القطاعات التي تنبعث منها غازات الدفيئة، وتطبيق أدوات السوق؛

It encouraged States to consider limiting the extent of any reservations they lodged, to formulate them as precisely and narrowly as possible and to ensure that no reservation was incompatible with the object and purpose of the relevant treaty.
إن الاتحاد اﻷوروبي يشجع الدول على النظر في الحد من هذه التحفظات والاعراب عنها بدقة بالغة قدر الاستطاعة والعمل على ألا تتعارض مع هدف المعاهدة المعنية والغرض منها.
