وقررت اللجنة إنشاء فريق عامل يتألف من خمسة خبراء مستقلين مهمته التحقيق في حالات الاحتجاز المفروض تعسفا أو بطريقة أخرى تتنافى مع المعايير الدولية ذات الصلة المبينة في اﻹعلان العالمي لحقوق اﻹنسان أو في الصكوك الدولية التي قبلتها الدول المعنية.

وكانت اللجنة قد قررت، بموجب قرارها ١٩٩١/٢٤ أن تنشئ فريقا عاملا يتألف من خمسة خبراء مستقلين مهمته التحقيق في حالات الاحتجاز المفروض تعسفا أو بطريقة تتنافى مع المعايير الدولية ذات الصلة بالموضوع والمبينة في الاعلان العالمي لحقوق اﻹنسان أو في الصكوك القانونية ذات الصلة التي قبلتها الدول المعنية.

(a) To investigate cases of deprivation of liberty imposed arbitrarily or otherwise inconsistently with the relevant international standards set forth in the Universal Declaration of Human Rights or in the relevant international legal instruments accepted by the States concerned;
(أ) التحقق في حالات الحرمان من الحرية المفروض تعسفاً أو بأية طريقة أخرى تتنافى مع المعايير الدولية ذات الصلة والمبيَّنة في الإعلان العالمي لحقوق الإنسان أو في الصكوك القانونية الدولية ذات الصلة التي قبلتها الدول المعنية؛
