Mr. Baati (Tunisia), speaking on behalf of the States parties members of the League of Arab States, said that the 2010 NPT Review Conference had been a success, having addressed the three pillars of the Treaty -- nuclear disarmament, non-proliferation and peaceful uses of nuclear energy -- as well as the 1995 resolution on the Middle East.

Mr. Talbot (Guyana), speaking on behalf of the States members of the Caribbean Community (CARICOM), said that activities in the areas of agriculture development, food security and nutrition were critical to create employment and entrepreneurial opportunities, especially for women and young people, to sustain livelihoods and to reduce the incidence of non-communicable diseases.

Mr. Mbuende (Namibia), speaking on behalf of the States members of the Southern African Development Community (SADC), said that to reach the goals set out in the Declaration and Plan of Action, A World Fit for Children, the African Union had adopted a Declaration and Plan of Action entitled Africa Fit for Children.

Mr. Bart (Saint Kitts and Nevis), speaking on behalf of the States members of the Caribbean Community (CARICOM), expressed deep concern over the fact that, while internal reforms had been enacted in several of the Non-Self-Governing Territories, very little progress had been made in actual decolonization, which entailed selecting one of the legitimate options for political status, namely, independence, free association or integration.

Mr. Prates (Brazil), speaking on behalf of the States members of the Southern Common Market (MERCOSUR), the acceding State the Bolivarian Republic of Venezuela, and the associated States Bolivia, Chile, Colombia, Ecuador and Peru, said that space applications must benefit all countries, hence the importance of universal access to space-based data.

Mr. Lambertini (Italy), speaking on behalf of the States members of the European Union, said that the amendment sought to remove paragraphs 7 and 8 from the draft resolution; those were based on the findings of the Commission of Inquiry and followed up on the request from the Human Rights Council for the relevant recommendations of the Commission's report to be considered by the Security Council.
