The primary objective of the European Union had been to strengthen international law.

Mr. van den Bossche (Belgium), speaking on behalf of the European Union, said that the Union had strongly supported the initiative to allow the Secretary-General greater discretion in the deployment of the Organization's human resources and was disappointed that it had not produced the desired results.

Mr. DANON (France), speaking on behalf of the European Union, expressed deep regret that no agreement had been reached on a new mandate for the Group of Governmental Experts referring specifically to the negotiation of a protocol on cluster munitions.

Mr. Sareva (Finland), speaking on behalf of the European Union and the associated countries Bulgaria, Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Romania, Slovakia and Slovenia, said that the establishment of the Department of General Assembly Affairs and Conference Services two years earlier had been a welcome step towards streamlining conference services.

Mr. TREZZA (Italy), speaking on behalf of the European Union, the acceding countries Czech Republic, Cyprus, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia and Slovenia and the associated countries Bulgaria and Romania, expressed satisfaction at the successful outcome of the negotiations on a protocol on explosive remnants of war, which had long been an objective of the Union.

Mr. van den Bossche (Belgium), speaking on behalf of the European Union and referring to the estimated resource requirements for UNOMB, said that, in view of the extension of the mandate of UNOMB for a further six months, the European Union had taken note of the need for additional resources to ensure the continued functioning of the Mission.
