31. While NPT was one of the most successful disarmament and non-proliferation regimes, two key elements prevented the achievement of the Treaty's goals. The first was that three States, namely, Israel, India and Pakistan, remained outside of the Treaty, thereby preventing the achievement of the goals of disarmament and non-proliferation and posing an obstacle to the universalization of the regime.
