Affected countries treat this as a priority in their efforts to mitigate the effects of drought, noting that an operational early warning system provides them with an opportunity to shift drought mitigation strategies from crisis management to risk management.

The regional action programme includes measures relating to combating desertification and/or mitigating the effects of drought in the following priority areas, as appropriate:

9. The Conference of the Parties also appreciated the support provided by several developed country Parties for activities related to combating desertification and/or mitigating the effects of drought.
