30- لعلَّ الدول الأطراف تودّ أن تنظر في إشراك المجتمع المدني في التصدي لتهريب المهاجرين، لا سيما من خلال الإسهام في تدابير الحماية والمساعدة وإقامة قنوات اتصال بين السلطات المعنية بالكشف عن عمليات تهريب المهاجرين والتحقيق فيها وملاحقة الضالعين فيها قضائيا ومقدمي الخدمات الذين يمكنهم المساعدة في توفير العون للمهاجرين المهرَّبين.

Supports development and implementation of international law related to or affecting refugees and other persons of concern, advocacy for respect for and protection and fulfilment of the rights of refugees and other persons of concern, direct protection and assistance measures where national authorities are unwilling or unable to meet their obligation to protect, capacity-building for effective asylum systems.

15- بيّنت الأكثرية الكبيرة من الدول المستجيبة أنه في تنفيذ تدابير الحماية والمساعدة لأجل المهاجرين المهرَّبين، تعمد سلطاتها الوطنية المختصة إلى مراعاة الاحتياجات الخاصة بالنساء والأطفال (انظر الفقرة 4 من المادة 16 من بروتوكول المهاجرين).
