32. He regretted that the Secretary-General's report did not adequately address the need to explore innovative and practical measures of assistance to affected third States, as requested in General Assembly resolution 50/51.
٣٢ - وأبدى أسفه ﻷن تقرير اﻷمين العام لا يتناول بما فيه الكفاية ضرورة استطلاع تدابير مبتكرة وعملية لمساعدة البلدان الثالثة المتضررة، وفقا لما طلبه قرار الجمعية العامة ٥٠/٥١.

28. As regards the exploration of innovative and practical measures of international assistance to the affected third States, support was expressed for the suggestion of the ad hoc expert group to apply, for the purpose of mitigating adverse effects of sanctions, funding procedures similar to those adopted for peacekeeping operations.

That need was evident from the conclusions of the ad hoc expert group meeting on developing a methodology for assessing the consequences incurred by third States as a result of preventive or enforcement measures and on exploring innovative and practical measures of international assistance to the affected third States (A/53/312).

The Secretary-General’s report on the topic (A/53/312) had touched upon some interesting proposals arising from the meeting of the expert group, particularly the development of a methodology for assessing the impact on third States of the imposition of sanctions and the exploration of innovative and practical measures of international assistance.
٤٦ - ومضى يقول إن تقرير اﻷمين العام عن هذه المسألة (A/53/312) يبرز عددا من التوصيات الصادرة عن اجتماع فريق الخبراء المخصص، وبخاصة التوصية بوضع منهجية لتقديم اﻵثار التي تلحق بالدول الثالثة من جراء تنفيذ الجزاءات واستكشاف تدابير مبتكرة وعملية لتقديم المساعدة الدولية.

In that connection, he stressed the importance of early consultations with the Security Council, the Secretariat's role in providing advice on mitigating the adverse effects of sanctions on third States and in exploring innovative and practical measures of assistance to those States [cf. resolution 51/208, operative para. 6] and the role of the international financial institutions in providing assistance to such States.

49. In the light of its deliberations, the expert group concluded that the two items on its agenda, namely, developing a methodology for assessing the consequences actually incurred by third States as a result of preventive or enforcement measures, and exploring innovative and practical measures of international assistance to the affected third States, were closely interrelated and mutually complementary.
٤٩ - انتهى فريق الخبراء على ضوء مداولاته إلى أن البندين المدرجين على جدول أعماله، وهما وضع منهجية لتقييم اﻵثار التي تعاني منها بالفعل دول ثالثة نتيجة للتدابير الوقائية أو تدابير اﻹنفاذ، واستكشاف تدابير مبتكرة وعملية لتقديم المساعدة الدولية إلى الدول الثالثة المتضررة، هما بندان مترابطان يتمم أحدهما اﻵخر.

50. The General Assembly, in its resolution 53/107, requested the Secretary-General to seek the views of, inter alia, organizations of the United Nations system regarding the report of the expert group meeting on developing a methodology for assessing the consequences incurred by third States as a result of preventive or enforcement measures and on exploring innovative and practical measures of international assistance to affected States.
٥٠ - وطلبت الجمعية العامة إلى اﻷمين العام، في قرارها ٥٣/١٠٧، أن يلتمس آراء مؤسسات منظومة اﻷمم المتحدة، ضمن جهات أخرى، بشأن تقرير اجتماع فريق الخبراء عن وضع منهجية لتقييم اﻵثار التي تلحق بدول ثالثة من جراء تنفيذ التدابير الوقائية أو تدابير اﻹنفاذ، واستكشاف تدابير مبتكرة وعملية لتقديم المساعدة الدولية للدول المتضررة.
