This document introduced by France puts forward a pragmatic approach to developing and implementing generic preventive measures throughout the life-cycle of munitions.
وتعرض هذه الوثيقة، التي قدمتها فرنسا، نهجاً برغماتياً لوضع وتنفيذ تدابير وقائية عامة طوال الدورة العمرية للذخائر.

A basic requirement for putting in place generic preventive measures in order to prevent accidents and unnecessary explosions is to establish laws, regulations or guidelines on the safe handling, transportation and storage of ammunition.
والشرط الأساسي لوضع تدابير وقائية عامة من أجل منع وقوع الحوادث والانفجارات العرضية هو وضع قوانين ولوائح أو مبادئ توجيهية بشأن مناولة ونقل وتخزين الذخائر بصورة آمنة.

It also provides for generic preventive measures for improving the reliability of munitions, thus minimizing the occurrence of ERW.
كما ينص البروتوكول على تدابير وقائية عامة لتحسين العول على الذخائر، وبالتالي التقليل إلى أدنى حد من ظهور متفجرات من مخلفات الحرب.

7. The Guide puts forward a pragmatic approach to developing and implementing generic preventive measures throughout the life-cycle of munitions.

Some of the presentations focussed on generic preventive measures and national practices, some of them on preventive measures for specific ammunition types, namely Cluster Munitions.

Brazil was not affected by explosive remnants of war but was conscious of the grave humanitarian concerns they created after conflicts and of the need for generic preventive measures aimed at minimizing their emergence and for action in the affected areas.
وليست البرازيل من البلدان المتضررة من المتفجرات من مخلفات الحرب، إلا أنها تعي الشواغل الإنسانية الجسيمة التي تسببها هذه المخلفات بعد انقضاء النزاعات كما تعي ضرورة اعتماد تدابير في الأقاليم المتضررة والفرصة السانحة لاتخاذ تدابير وقائية عامة تهدف إلى تقليل احتمال ظهور تلك المخلفات إلى أدنى حد ممكن.

Bearing in mind the different situations and capacities, each High Contracting Party is encouraged to take generic preventive measures aimed at minimising the occurrence of explosive remnants of war, including, but not limited to, those referred to in part 3 of the Technical Annex.
1- مراعاة لمختلف الحالات والقدرات يُشجع كل طرف من الأطراف المتعاقدة السامية على اتخاذ تدابير وقائية عامة ترمي إلى تقليل ظهور متفجرات من مخلفات الحرب إلى الحد الأدنى، بما فيها، على سبيل الشمول لا الحصر، تلك المشار إليها في الجزء الثالث من المرفق التقني.

(d) Article 9 of Protocol V encourages High Contracting Parties to take generic preventive measures aimed at minimizing the occurrence of explosive remnants of war, including those referred to in Part 3 of the technical annex, which explicitly includes the adoption of appropriate stockpile arrangements able to minimize the risks of explosion in stockpiles.
(د) المادة 9 من البروتوكول الخامس تشجع الأطراف المتعاقدة السامية على اتخاذ تدابير وقائية عامة الغرض منها تقليل وجود متفجرات من مخلفات الحرب، بما فيها تلك المشار إليها في الجزء 3 من المرفق التقني الذي يشتمل بشكل صريح على اعتماد الترتيبات الملائمة فيما يتعلق بالمخزونات بغية تقليل مخاطر الانفجارات.

26. The Australian Defence Force had revised its doctrine on explosive ordnance so as to incorporate the provisions of Protocol V. Australia remained committed to implementing generic preventive measures and maintained a robust ordnance management regime (ordnance stocks inspected and tested regularly).
26- وقد أعادت قوات الدفاع الأسترالية النظر في عقيدتها فيما يخص الذخائر المتفجرة بحيث جعلتها تستوعب أحكام البروتوكول الخامس. ولا تزال أستراليا متمسكة بتنفيذ تدابير وقائية عامة وهي تطبّق نظاماً صارماً في إدارة الذخائر (تفتَّش مخزونات الذخائر وتجرَّب بانتظام).

For this reason, Article 9 of Protocol V encourages High Contracting Parties " to take generic preventive measures (GPMs) aimed at minimizing the occurrence of explosive remnants of war, including, but not limited to, those referred to in part 3 of the technical annex. "

47. He noted that Protocol V, which struck a delicate balance between humanitarian concerns and States' security imperatives and set out both preventive and remedial measures, recognized the right of States parties to seek and receive assistance in addressing the problems posed by existing explosive remnants of war and encouraged them to take generic preventive measures to minimize the risk that munitions might become explosive remnants of war.
47- ولاحظ ممثل الهند أن البروتوكول الخامس، الذي ينشئ توازناً دقيقاً بين الشواغل الإنسانية والمتطلبات الأمنية للدول والذي ينص على تدابير وقائية وتصحيحية على السواء، يعترف بحق الدول الأطراف في التماس وتلقي مساعدة لتسوية المشاكل التي تطرحها المتفجرات الموجودة من مخلفات الحرب ويشجعها على اتخاذ تدابير وقائية عامة من أجل الحد قدر الإمكان من مخاطر تحول الذخائر إلى متفجرات من مخلفات الحرب.

Protocol V does impose basic obligations upon States that are parties to armed conflicts to minimize the risks and effects of ERW as well as encourages them to take generic preventive measures aimed at minimizing the occurrence of ERW.
ويفرض البروتوكول الخامس بالفعل التزامات أساسية على الدول التي هي أطراف في نزاعات مسلحة لتقليل أخطار وآثار المتفجرات من مخلفات الحرب إلى أدنى حد ممكن وكذلك يشجعها على اتخاذ تدابير وقائية عامة ترمي إلى التقليل إلى أدنى حد ممكن من وجود متفجرات من مخلفات الحرب().

The Secretary-General was encouraged by the fruitful discussions held on the implementation of the plan of action on victim assistance under Protocol V. He urged the Conference to build further on the culture of information sharing established and to continue its efforts towards the adoption of generic preventive measures aimed at minimizing the impact of incidents involving explosive remnants of war.
23- وأضاف أن مما يشجعه في هذا الصدد المناقشات المثمرة التي عقدت بشأن تنفيذ خطة العمل المعنية بمساعدة الضحايا بموجب البروتوكول الخامس. وحث المؤتمر على زيادة الاتكال على ثقافة تبادل المعلومات الراسخة الأركان ومواصلة جهوده نحو اتخاذ تدابير وقائية عامة الغرض منها التقليل إلى أقصى حدّ من أثر الحوادث الناجمة عن مخلفات الحرب من المتفجرات.
