4.2 On the merits, the State party recalls that Azerbaijan became a party to the Convention against Torture in 1996 and has made a declaration under article 22.

However, the Committee reminds the State party that even in times of fiscal constraints and economic crisis, special efforts must be made to respect human rights, sustain and expand social investment and social protection and to employ a gender-sensitive approach, giving priority to women in vulnerable situations.
