With all due respect for other countries which opted for non—nuclear—weapon status, it should be admitted that the elimination of the third largest nuclear arsenal at that time, inherited from the former Soviet Union and recognized as the property of Ukraine, represents a major achievement of the existing nuclear non—proliferation regime as well as an important step in the nuclear arms reduction process.
