A citizen of Turkmenistan may not be turned over to another Government, driven out of Turkmenistan or limited in his/her right to return to his/her homeland.
ولا يجوز تسليم مواطني تركمانستان إلى حكومات بلدان أخرى أو طردهم إلى خارج تركمانستان أو تقييد حقهم في العودة إلى وطنهم.

136. Pursuant to the Turkmen Citizenship Act, a child born to parents who are both citizens of Turkmenistan is a Turkmen citizen, whether born in Turkmenistan or abroad.
136- وينص قانون جنسية تركمانستان على أن الطفل الذي يولد لأبوين من مواطني من تركمانستان يكون مواطناً تركمانياً سواء ولد في تركمانستان أو في خارجها.

If the public association carries out activities that extend beyond the limits of its purposes and aims as established in its by-laws, or that violate law, the Ministry of Justice of Turkmenistan or the General Prosecutor may issue a written warning to its management.
وإذا اضطلعت رابطة عامة بأنشطة تتجاوز حدود مقاصدها وأهدافها بصيغتها المحددة في نظمها الداخلية أو تنتهك القانون، يجوز لوزارة العدل في تركمانستان أو المدعي العام أن يصدر تحذيرا خطيا إلى إدارتها.

:: Ensuring that neither these nor any other funds or financial assets are used for such persons' benefit by nationals of Turkmenistan or by any persons within the territory of Turkmenistan;
:: كفالة عدم استخدام هذه الأموال أو الأصول المالية أو أيــة أموال أو أصول مالية أخرى لمصلحة هؤلاء الأشخاص بواسطـة رعايا تركمانستان أو أي أشخاص آخرين داخل أقاليمها؛

The departure of a foreign national from Turkmenistan is not authorized by the Ministry of Foreign Affairs of Turkmenistan or the State Service for the Registration of Foreign Nationals, inter alia, upon representations by the Ministry of Internal Affairs or the Ministry of State Security, or, if necessary, in coordination with other State authorities concerned:
لا تأذن وزارة خارجية تركمانستان أو الدائرة الحكومية لتسجيل الرعايا الأجانب بمغادرة أحد الرعايا الأجانب لتركمانستان، وذلك في جملة أمور بناء على مذكرات مقدمة من وزارة الداخلية أو وزارة الأمن الوطني أو، إذا اقتضى الأمر ذلك، بالتنسيق مع السلطات الحكومية الأخرى المعنية في حالة:

A foreign national's departure from Turkmenistan may be delayed until he has fulfilled property obligations relating to the vital interests of citizens of Turkmenistan or other persons, or State, cooperative or other public organizations.
ويجوز تأجيل مغادرة أحد الرعايا الأجانب لتركمانستان لحين الوفاء بالتزاماته المتعلقة بالملكية التي تتصل بمصالح حيوية لمواطني تركمانستان أو أشخاص آخرين أو دولة أخرى أو إحدى التعاونيات أو الهيئات العامة الأخرى.

3. If he has flagrantly violated laws on the legal status of foreign nationals in Turkmenistan, or customs, currency or other laws of Turkmenistan.
3 - إذا انتهك القوانين المتعلقة بالمركز القانوني للرعايا الأجانب في تركمانستان أو قوانين الجمارك أو العملة أو غيرها من القوانين انتهاكا صارخا.

51. Chemical or biological substances and other products that are potentially hazardous to humans require State registration before they are imported into the territory of Turkmenistan or produced, transported, stored, sold and used.
51 - ويلزم أن تسجل لدى الدولة المواد الكيميائية أو البيولوجية والمنتجات الأخرى التي يُحتمل أن تكون خطرة على البشر قبل استيرادها إلى إقليم تركمانستان أو إنتاجها ونقلها وتخزينها وبيعها واستعمالها.

2. Ensuring that neither these nor any other funds or financial assets are used in the interests of these persons by citizens of Turkmenistan or other persons in the territory of Turkmenistan;
2 - كفالة ألا يستخدم مواطنو تركمانستان أو أشخاص آخرون في إقليم تركمانستان هذه الأموال أو الأصول المالية، أو أية أموال أو أصول أخرى، لصالح هؤلاء الأفراد؛

3. If he commits serious violations of the legislation on the legal status of foreign nationals in Turkmenistan, or of Turkmenistan's customs, currency and other legislation.
3 - إذا ارتكب مخالفة قانونية جسيمة تتعلق بالوضع القانوني للرعايا الأجانب في تركمانستان أو تتعلق بقوانين الجمارك أو العملات أو بأية قوانين أخرى في تركمانستان.

While remaining concerned about reported threats against Mr. Tukhbatullin and attacks against the website he operates, the Committee appreciates the oral assurance given by the State party's representative that he will not be intimidated or threatened by the Government of Turkmenistan or its agents.
ولا تزال اللجنة تعرب عن قلقها إزاء ما يُدعى من تعرض السيد توخباتولين للتهديدات والهجمات على الموقع الشبكي الذي يشغّله، لكنها تعرب عن تقديرها للتأكيدات الشفوية التي قدمها ممثل الدولة الطرف بأن السيد توخباتولين لن يتعرض للترهيب أو التهديد من قبل حكومة تركمانستان أو موظفيها.

87. Under article 12 of the Act, a child whose parents are both Turkmen citizens at the time of birth is a Turkmen citizen whether born in Turkmenistan or abroad.
87- ووفقاً للمادة 12 من القانون، يعتبر الطفل، إذا كان أباه وأمه وقت ولادته من مواطني تركمانستان، مواطناً من تركمانستان بغض النظر عما إذا ولد في إقليم تركمانستان أو خارج حدودها.

No religious literature might be published in Turkmenistan or imported into the country without permission from the Gengesh.
ولا يمكن نشر المخطوطات الدينية في تركمانستان أو استيرادها إلى البلد بدون إذن من المجلس المحلي (Gengesh)(67).

3. If, during a previous stay in Turkmenistan, he was found to have violated legislation on the legal status of foreign nationals in Turkmenistan, or customs and currency legislation, or if he engaged in propaganda activities running counter to the interests of Turkmenistan;
3 - إذا وجد أن ذلك الشخص قام أثناء زيارة سابقة لتركمانستان بانتهاك التشريعات المتعلقة بالمركز القانوني للرعايا الأجانب في تركمانستان أو التشريع المتعلق بالجمارك والعملة أو انخرط في أنشطة دعائية تتعارض مع مصالح تركمانستان؛

25. Foreign nationals and stateless persons who are not permanently residing in Turkmenistan are liable to prosecution under the criminal law of Turkmenistan for a crime committed outside Turkmenistan if the crime was directed against Turkmenistan or its nationals.
25 - ويخضع الرعاياالأجانب وعديمو الجنسية الذين لا يقيمون بصفة دائمة في تركمانستان للمحاكمة في إطارالقانون الجنائي لتركمانستان عن جريمة ارتكبت خارج تركمانستان إذا كانت هذه الجريمةموجهة ضد تركمانستان أو رعاياها.
