The developed countries should fulfill their commitments to promote technology transfer to the developing countries on a concessional or preferential basis, in particular transferring of the publicly owned, environmentally sound technologies to developing countries.

1. The Global Mechanism (GM) was established by the United Nations Convention to Combat Desertification (UNCCD) in order to increase the effectiveness and efficiency of existing financial mechanisms and to promote actions leading to the mobilization and channelling of substantial financial resources, including for the transfer of technology, on a grant basis and/or on concessional or other terms.

A Global Mechanism to promote actions leading to the mobilization and channelling of substantial financial resources, including for the transfer of technology, on a grant basis, and/or on concessional or other terms, to affected developing country Parties, is hereby established.

The most important role for the GM is therefore that of promoting actions leading to the mobilization and channelling of substantial financial resources, including for the transfer of technology, on a grant basis, and/or on concessional or other terms, to affected developing country Parties (Article 21.4).

By Article 21 (4) the Convention established a Global Mechanism in order to increase the effectiveness and efficiency of existing financial mechanisms, and towards this end to promote actions leading to the mobilization and channelling of substantial financial resources, including for the transfer of technology, on a grant basis, and/or on concessional or other terms, to affected developing country.

It was also mandated to promote actions leading to the " mobilization and channelling of substantial financial resources, including the transfer of technology, on a grant basis, and/or on concessional or other terms, to affected developing country Parties " .

As you are no doubt aware, the Convention contains an Article on financial mechanisms in general, and in particular a number of dispositions with regard to the establishment of a Global Mechanism to promote actions leading to the mobilization and channelling of substantial financial resources, including for the transfer of technology, on a grant basis, and/or on concessional or other terms, to affected developing country parties.

The overall purpose of the GM, as stated in Article 21 (para. 4), is " ...to increase the effectiveness and efficiency of existing financial mechanisms....to promote actions leading to the mobilization and channelling of substantial financial resources, including for the transfer of technology, on grant basis, and/or on concessional or other terms to affected developing countries... " .
