The Qatari Constitution guarantees freedom of opinion and publication and prohibits the extradition of political refugees. It also provides that there is no crime and no punishment without law (nullum crimen, nulla poene sine lege) and that the accused is innocent until proven guilty before a court of law in a trial in which he is assured of the necessary guarantees to exercise the right of defence.
فقد كفل الدستور القطري حرية الرأي والنشر وحظر تسليم اللاجئين السياسيين ونص على أن لا جريمة ولا عقوبة إلا بنص، وأن المتهم بريء حتى تثبت إدانته أمام القضاء في محاكمة توفر له الضمانات الضرورية لممارسة حق الدفاع.

(d) The State shall grant the right of political asylum to any foreigner who has been persecuted for his defence of the interests of peoples, human rights, peace or justice. The extradition of political refugees is prohibited.

14. Kuwait has adopted the principle of non-refoulement, meaning that it will not deport or return persons to their home country, if it can be shown that they are likely to be in danger there. Article 46 of the Constitution of Kuwait prohibits the extradition of political refugees.
14- انتهجت دولة الكويت مبدأ عدم الرد أي عدم ترحيل أو إبعاد الشخص إلى بلده الذي قدم منه إذا أثبت احتمال تعرضه للخطر، كما نود أن نشير إلى أن دستور دولة الكويت قد نص في مادته 46 على حظر تسليم اللاجئين السياسيين.

142. Article 17 of the Tunisian Constitution provides for the prohibition of extradition of political asylum seekers, while part VIII, chapter IV, of the Code of Criminal Procedure deals with the extradition of alien offenders (articles 308 to 335).
142- ومن جهة أخرى، فقد وضع الدستور التونسي في فصله السابع عشر مبدأ تحجير تسليم اللاجئين السياسيين. وفيما عدا وضعية اللاجئين السياسيين، نظّمت مجلة الإجراءات الجزائية مسألة تسليم المجرمين الأجانب صلب بابها الثامن الذي ورد ضمن الكتاب الرابع المتعلق بالإجراءات الخاصة (الفصل 308 إلى الفصل 335).

226. It should be noted that the Tunisian Constitution has a provision that prohibits the extradition of political asylum seekers as the only exception to the undertakings entered into under the Convention.
