وفيما يتعلق بحالة لويس بوسادا كاريليس، المتهم بارتكاب أعمال إرهابية والتورط في إسقاط طائرة تنتمي إلى شركة الطيران الكوبية في عام 1976 مما أدى إلى مقتل 73 مدنيا، فإن الدول الأطراف في السوق المشتركة تعرب عن اقتناعها بأن على سلطات الولايات المتحدة الأمريكية أن تتخذ تدابير تتيح محاكمته حسب الأصول عن هذه الأعمال.
