Thus, in carrying out its duties under this responsibility, the Security Council acts on behalf of the general membership.

فتلك المادة تشير في فقرة سابقــــة إلى العلاقة بين مجلس اﻷمن والجمعية العامة، وتقول بوضوح أن هذا المجلس " في قيامه بواجباته التي تفرضها عليه هذه التبعات " وهي " حفظ السلم واﻷمن الدولي " ، فإنه " يعمل نائبا عنهم " ، أي بالنيابة عن الدول اﻷعضاء.

The Non-Aligned Movement stresses that the Member States of the Organization have conferred on the Security Council primary responsibility for the maintenance of international peace and security pursuant to Article 24, section 1, of the Charter of the United Nations and that, in carrying out its duties under this responsibility, the Council acts on their behalf.
