وإذا كان يأخذ علماً بشواغل اللجنة بخصوص مناسبة بعض القوانين المحلية بغية تنفيذ أحكام العهد، فإن حكومته مقتنعة بأنها تفي بالتزاماتها بموجب العهد.

As long as the Government did not accept visits from such impartial bodies, it would not be possible to agree about the facts and therefore to judge whether the Democratic People's Republic of Korea was fulfilling its obligations under the Covenant.
وما لم توافق الحكومة على زيارات ممثلي هذه الهيئات غير المنحازة فلن يتسنى الاتفاق حول الوقائع وبالتالي لن يتسنى اعتبار أن جمهورية كوريا الديمقراطية الشعبية تفي بالتزاماتها بموجب العهد.

1. A State Party to the present Protocol may at any time declare under this article that it recognizes the competence of the Committee to receive and consider communications to the effect that a State Party claims that another State Party is not fulfilling its obligations under the Covenant.
1- لأي دولة طرف في هذا البروتوكول أن تعلن في أي وقت بموجب هذه المادة أنها تعترف باختصاص اللجنة في تلقي وبحث رسائل تدعي فيها دولة طرف أن دولة طرفاً أخرى لا تفي بالتزاماتها بموجب العهد.

7. Upon ratification of the International Covenant on Civil and Political Rights or subsequently 47 States made the declaration provided for in article 41 of the Covenant, recognizing the competence of the Human Rights Committee established under article 28 of the Covenant to receive and consider communications to the effect that a State party claims that another State party is not fulfilling its obligations under the Covenant.
7- وأصدرت 47 دولة عند تصديقها على العهد الخاص بالحقوق المدنية والسياسية أو بعد ذلك، الإعلان المنصوص عليه في المادة 41 من العهد واعترفت باختصاص اللجنة المعنية بحقوق الإنسان، المنشأة بموجب المادة 28 من العهد، باستلام ودراسة البلاغات التي تنطوي على ادعاء دولة طرف بأن دولة طرفاً أخرى لا تفي بالتزاماتها بموجب العهد.
