We are grateful to you for organizing this public meeting to consider the situation in Afghanistan and its consequences for international peace and security, which is the subject of a complete report (S/2004/634) submitted by the Secretary-General for the Council's consideration.
ونحن مممتنون لكم لدعوتكم إلى عقد هذا الاجتماع المفتوح لبحث الحالة في أفغانستان وتداعياتها بالنسبة للسلام والأمن الدوليين، وهما موضوع التقرير الكامل (S/2004/634) الذي تقدم به الأمين العام لنظر المجلس فيه.

The donor countries should also give due consideration to the proposal made by the Secretary-General of the United Nations that all remaining official bilateral debt owed by the poorest highly indebted poor countries should be converted into grants.
وينبغي أن تعطي البلدان المانحة أيضا الاعتبار الواجب للاقتراح الذي تقدم به اﻷمين العام لﻷمم المتحدة ودعا فيه إلى تحويل كل ما تبقى من ديون ثنائية رسمية مستحقة على أفقر البلدان الفقيرة المثقلة بالديون إلى منح.

The Central American countries support the proposal made by the Secretary-General in his report " An Agenda for Peace " (A/47/277): in the chapter on post-conflict peace-building, he underscores the importance of removing mines from those countries that are victims of conflict because of the harmful effects of the presence of mines and other unexploded devices.
إن بلدان أمريكا الوسطى تؤيد الاقتراح الذي تقدم به اﻷمين العام في تقريره " خطة للسلام " (A/47/277). ففي الفصل المتعلق ببناء السلم بعد انتهاء الصراع، يؤكد على أهمية إزالة اﻷلغام من البلدان التي وقعت ضحايا الصراع نظرا لﻵثار المؤذية التي يخلفها وجود اﻷلغام والمتفجرات اﻷخرى غير المفجرة.

Equally important was the collaboration between those bodies and the Security Council, following the proposal made by the Secretary-General in paragraph 101 of his report on the work of the Organization (A/47/1), whose purpose was to authorize the Secretary-General and expert human rights bodies to bring massive human rights violations to the attention of the Security Council, with the appropriate recommendations.
ويعتبر التعاون الذي قام بين هذه الهيئات ومجلس اﻷمن نتيجة للاقتراح الذي تقدم به اﻷمين العام في الفقرة ١٠١ من تقريره عن أعمال المنظمة )A/47/1( بنفس القدر من اﻷهمية وهو الاقتراح الذي يهدف الى تخويل اﻷمين العام وهيئات خبراء حقوق الانسان اختصاص القيام بعرض الانتهاكات الجماعية لحقوق الانسان على مجلس اﻷمن مع التوصيات المناسبة.

This bestows a renewed importance and should also give new impetus to both the United Nations reform programme put forward by the Secretary-General last year and to approaches to reactivating the performance of the Security Council in line with more effective formulas for its restructuring and functioning which may be acceptable to the international community within the United Nations.
وذلك ما يعطــي أهميــة متجددة، وينبغي أن يعطي دفعة جديدة أيضا، سواء لبرنامج " إصلاح اﻷمم المتحدة " الذي تقدم به اﻷمين العام في السنة الماضية، أو للتوجهات المتعلقة بتفعيل أداء مجلس اﻷمن الدولي حسبما ترتضيه المجموعة الدولية في اﻷمم المتحدة من صيغ أكثر فاعليـة
