Secondly, the Council of Europe developed its own technical cooperation project entitled " Bringing terrorists to justice: promoting the implementation of European standards and documenting good practices " , which deals with both relevant counter-terrorism issues and extensive case law developed by the European Court of Human Rights.

25. The working group stressed that bringing terrorists to justice is a principal obligation of all States as set out in Security Council resolution 1373 (2001).
