Emergency international assistance for a solution to THE PROBLEM OF REFUGEES, THE RESTORATION OF TOTAL PEACE, RECONSTRUCTION AND SOCIO-ECONOMIC DEVELOPMENT IN WAR-STRICKEN RWANDA

1. The present report is submitted pursuant to General Assembly resolution 49/23 of 2 December 1994 on Emergency international assistance for a solution to the problem of refugees, the restoration of total peace, reconstruction and socio-economic development in Rwanda.
١ - يقدم هذا التقرير عملا بقرار الجمعية العامة ٤٩/٢٣ المؤرخ ٢ كانون اﻷول/ديسمبر ١٩٩٤ بشأن تقديم المساعدة الدولية الطارئة من أجل حل مشكلة اللاجئين وإعادة إقرار السلم التام والتعمير والتنمية الاجتماعية والاقتصادية في رواندا المنكوبة بالحرب.

The draft resolution we have before us notes the Secretary-General's report of 1 December 1995, the statement by the President of the Security Council of 17 October 1995, and the Secretary General's additional report on Emergency international assistance for a solution to the problem of the refugees.

Having considered the report of the Secretary-General of 19 October 1995 on Emergency international assistance for a solution to the problem of refugees, the restoration of total peace, reconstruction and socio-economic development in war-stricken Rwanda, A/50/654.
وقد نظرت في تقرير اﻷمين العام المؤرخ ١٩ تشرين اﻷول/أكتوبر١٩٩٥ )٣٤( عن تقديم المساعدة الدولية الطارئة من أجل حل مشكلة اللاجئين، وإعادة إقرار السلم التام، والتعمير والتنمية الاجتماعية - الاقتصادية في رواندا المنكوبة بالحرب،

On the instructions of the Government of Rwanda, and pursuant to rule 15 of the rules of procedure of the General Assembly, I have the honour to request the inclusion in the agenda of the forty-ninth session of the General Assembly of an additional item entitled " Emergency international assistance for a solution to the problem of refugees, the restoration of total peace, reconstruction and socio-economic development in war-stricken Rwanda " .

The Minister for Foreign Affairs and Cooperation of Rwanda draws attention to the following considerations as grounds for the inclusion of a new sub-item entitled " Emergency international assistance for a solution to the problem of refugees, the restoration of total peace, reconstruction and socio-economic development in war-stricken Rwanda " in the agenda of the forty-ninth regular session of the General Assembly, under item 37:
