1. The Committee on Relations with the Host Country, in its report to the General Assembly at its forty-ninth session, approved, on 10 November 1994, among other recommendations and conclusions, the following recommendation: 1/
١ - وافقت لجنة العلاقات مع البلد المضيف، في تقريرها المقدم الى الجمعية العامة في دورتها التاسعة واﻷربعين، في ١٠ تشرين الثاني/نوفمبر ١٩٩٤، على التوصية التالية ضمن توصيات واستنتاجات أخرى)١(:

While the statute does not define what is meant by " administrative expenditures " , the term, based on a definition offered by the Advisory Committee on Administrative and Budgetary Questions in a report submitted to the Assembly at its seventh session (see A/2157, part III), has been interpreted to mean expenses other than operational expenses and the related management costs.
ومع أن النظام اﻷساسي لا يحدد ما المقصود بعبارة " النفقات اﻹدارية " ، فلقد فسر المصطلح، استنادا الى التعريف الذي أوردته اللجنة الاستشارية لشؤون اﻹدارة والميزانية في تقريرها المقدم الى الجمعية العامة في دورتها السابعة )انظر A/2157, Part III(، على أنه يعني المصروفات اﻷخرى خلاف المصروفات المتعلقة بالعمليات وما يتصل بها من تكاليف إدارية.

20. The Credentials Committee held four meetings and, on 9 May 1995, adopted its report to the Conference on the credentials of States parties (NPT/CONF.1995/CC/1).
٢٠ - وعقدت لجنة وثائق التفويض أربع جلسات واعتمدت، في ٩ أيار/مايو ١٩٩٥، تقريرها المقدم الى المؤتمر بشأن وثائق تفويض الدول اﻷطراف )NPT/CONF.1995/CC/1(.

20. The Credentials Committee held four meeting and, on 9 May 1995, adopted its report to the Conference on the credentials of States parties (NPT/CONF.1995/CC/1).
٢٠ - وعقدت لجنة وثائق التفويض ٤ جلسات واعتمدت، في ٩ أيار/مايو ١٩٩٥ تقريرها المقدم الى المؤتمر بشأن وثائق تفويض الدول اﻷطراف )NPT/CONF.1995/CC/1(.

3. The CHAIRMAN said that, in accordance with the decision taken by the Third Committee, as reflected in paragraph 4 of its report to the General Assembly (A/48/632/Add.4), the Working Group was to consider other aspects of the implementation of the recommendations of the Vienna Declaration and Programme of Action, as set out in paragraphs 17 and 18 of the Declaration.
٣ - الرئيسة: قالت إنه وفقا للمقرر الذي اتخذته اللجنة الثالثة، كما ورد في الفقرة ٤ من تقريرها المقدم الى الجمعية العامة )A/48/632/Add.4(، يتعين على الفريق العامل النظر في الجوانب اﻷخرى لتنفيذ توصيات إعلان فيينا وبرنامج العمل، حسب ما ورد في الفقرتين ١٧ و ١٨ من اﻹعلان.

In taking that decision, the Committee recalled that, in its report to the General Assembly at its forty-fifth session, 8/ it had stated that, subject to any directives that the Assembly might wish to give in that connection, it would continue, as part of its programme of work for 1991, to review the list of Territories to which the Declaration applied.

35. The Commission on Population and Development, in its report to the Economic and Social Council, 4/ requested the Secretary-General to ensure that the Task Force be established on a permanent basis and be accountable through the Commission for system-wide coordination.
٣٥ - وطلبت لجنة السكان والتنمية، في تقريرها المقدم الى المجلس الاقتصادي والاجتماعي)٤(، الى اﻷمين العام أن يكفل إنشاء فرقة العمل على أساس دائم وأن تكون مسؤولة من خلال اللجنة، عن التنسيق على نطاق المنظومة.

27. In its report to the Secretary-General dated 4 July 1995, the North-East Atlantic Fisheries Commission (NEAFC) indicated that General Assembly resolution 49/116 was of less concern to NEAFC as a body, since its major focus appeared to be on the duties of flag States in respect of vessels fishing in zones under national jurisdiction of other States.
٢٧ - وأوضحت لجنة مصائد اﻷسماك في شمال شرقي المحيط اﻷطلسي، في تقريرها المقدم الى اﻷمين العام بتاريخ ٤ تموز/يوليه ١٩٩٥، أن قرار الجمعية العام ٤٩/١١٦ يعتبر أقل أهمية بالنسبة للجنة كهيئة، ﻷن اهتمامها الرئيسي ينصب على واجبات دول العلم إزاء السفن التي تقوم بصيد اﻷسماك في المناطق الخاضعة للولاية الوطنية لدول أخرى.

وتراعى هذه المقترحات التوصيات الواردة في تقرير اﻷمين العام عن الدراسة الشاملة، وتوصيات لجنة المؤتمرات الواردة في تقريرها المقدم الى الجمعية العامة في دورتها التاسعة واﻷربعين A/49/32/Rev.1)(، وأحكام قرار الجمعية العامة ٤٩/٢٢١، المؤرخ ٢٣ كانون اﻷول/ديسمبر ١٩٩٤.

In its report to the Security Council last April (S/1995/284), the Commission stated that " it has come to the conclusion that Iraq has not provided a full and comprehensive disclosure of its past military biological programme or accounted for items and materials for that programme " .

13. The Committee, in its report to the General Assembly at its forty-second session, noted with concern that there had been difficulties concerning unpaid bills for goods and services rendered by private persons and organizations to certain missions accredited to the United Nations and certain individual diplomats attached to those missions, and suggested that the Secretariat and others work together to solve those outstanding difficulties. 6/
١٣ - وأشارت اللجنة بقلق، في تقريرها المقدم الى الجمعية العامة في دورتها الثانية واﻷربعين، الى وجود مشاكل بشأن عدم سداد فواتير عن بضائع وخدمات قدمها أفراد ومنظمات في القطاع الخاص الى بعض البعثات المعتمدة لدى اﻷمم المتحدة وبعض الدبلوماسيين اﻷفراد الملحقين بتلك البعثات، واقترحت أن تعمل اﻷمانة العامة وغيرها معا لحل هذه المشاكل المعلقة)٦(.
