C. Analytical 18. The World Public Sector Report is produced biennially as a research and analytical tool to provide policymakers and civil society with relevant research findings and information on issues related to the public sector.

As a result of those deliberations, and taking into account the research and recommendations contained in the 2003 World Public Sector Report, an enhanced role for the public sector has emerged which includes the creation of effective governance mechanisms and public spaces for knowledge development, the development of policies towards knowledge acceleration, and more pronounced utilization of knowledge in the public sector.

30. The World Public Sector Report, in considering knowledge management and the implications of increased knowledge flows for the processes and functions of governing, noted that:

14. According to the World Public Sector Report, 2001, parliaments are the main forum for reaching agreements and concrete solutions to compelling problems such as the eradication of poverty, improvement of health and education services, public security and administration of justice, as well as the fight against corruption.

However, with the exception of two major projects which have involved broad cooperation from the staff (namely, the preparation of the World Public Sector Report and the Global Forum for Reinventing Government), joint projects and collaboration between branches is not the norm.

The publication of the World Public Sector Report, the biennial flagship report on special themes in public administration aimed at policy makers, scholars and civil society, was launched at the initiative of the Division in 2001.

22. In view of the above comments, the Committee suggested that one of the next issues of the World Public Sector Report should address issues that reflected its main concern, namely, to revitalize public administration, and invigorate governance, which lies at the heart of the public ethos and, most broadly, the realm of res publica.
22 - وفي ضوء التعليقات الواردة أعلاه، اقترحت اللجنة بأن يتناول أحد إصدارات تقرير القطاع العام في العالم في المستقبل المسائل التي تعبر عن شغلها الشاغل، ألا وهو تنشيط الإدارة العامة وإرساء الحكومة الإلكترونية، اللذان يتبوءان مكانة القلب في أفكار الأمة وقيمها الأخلاقية، وتوسعا، في عالم الدولة.

36. The Committee considers the World Public Sector Report an extremely valuable tool for policy makers and practitioners in Member States and requests the Secretariat to continue its publication on emerging topics highlighted by the Committee.
36 - تعتبر اللجنة أن تقرير القطاع العام في العالم يمثل أداة قيمة للغاية لمقرري السياسة العامة وممارسيها في الدول الأعضاء، وتطلب إلى الأمانة العامة أن تواصل إصدار منشورها عن المواضيع الناشئة التي تركز عليها اللجنة.

37. The Committee recommends that the Secretariat undertake policy analysis and research in developing human capacity in the public sector of developing countries and present the findings in the upcoming World Public Sector Report.
37 - توصي اللجنة بأن تجري الأمانة العامة تحليلا وبحثا على صعيد السياسة العامة بشأن تطوير القدرة البشرية في القطاع العام في البلدان النامية، وبأن تقدم نتائج ذلك في الإصدار المقبل من تقرير القطاع العام في العالم.

The Committee recognized the importance and value of the World Public Sector Report as a tool for policy makers and practitioners, complimented the Secretariat for the quality and relevance of the first issue and recommended that the report continue to focus on emerging topics highlighted by the Committee.6
واعترفت اللجنة بأهمية وقيمة تقرير القطاع العام في العالم كأداة يستعملها صانعو السياسات والممارسون، وأثنت على الأمانة العامة لجودة وأهمية الإصدار الأول، وأوصت بمواصلة تركيز التقرير على المواضيع الناشئة التي تركز عليها اللجنة(6).
