With reference to the recommendations of the SPT contained in paragraphs 26, 28, 32, 34, 36, 38, 40 and 49 of the SPT visit report (CAT/OP/DEU/1) as well as raising other issues, the SPT strongly criticised the resources available to the National Agency for the Prevention of Torture.

The SPT repeats the recommendation which it made at paragraph 17 of its visit Report.

53. The SPT repeats its recommendation at paragraph 55 of its visit Report that all allegations of torture and ill-treatment be thoroughly investigated as a matter of routine and that perpetrators be held accountable for their actions.
53- وتكرر اللجنة الفرعية توصيتها الواردة في الفقرة 55 من تقرير زيارتها والداعية إلى التحقيق على نحو شامل في جميع ادعاءات التعذيب وسوء المعاملة كمسألة روتينية ومحاسبة الجناة على أعمالهم.

22. The SPT emphasized in its visit Report that the legal framework in Brazil to prevent torture is largely adequate (Report, para. 22).

68. SPT requested the Maldivian authorities to provide within six months a full written response to its visit Report and in particular to the conclusions, recommendations and requests for further information.

Also in her report on her visit to Thailand, the Special Representative expressed deep concern over numerous cases of alleged or attempted murder of defenders representing hill tribes and labour rights movements (see E/CN.4/2004/94/Add.1).
