In section A, ASEAN was pleased to note the reaffirmation of the legal obligation of Member States to bear the expenses of the United Nations as apportioned by the General Assembly.
ويسر الرابطة أن تلاحظ أن الفرع ألف من مشروع القرار قد أعاد تأكيد الالتزام القانوني للدول اﻷعضاء بتحمل نفقات اﻷمم المتحدة حسب اﻷنصبة التي تقسمها الجمعية العامة.

This regulation applies to all expenses of the Organization apportioned by the General Assembly among Member States, including the Working Capital Fund of the United Nations, peacekeeping operations and the international tribunals, as well as the regular budget.
وينطبق هذا البند على جميع مصروفات المنظمة التي تقسمها الجمعية العامة بين الدول اﻷعضاء، بما في ذلك صندوق رأس المال المتداول لﻷمم المتحدة، وعمليات حفظ السلام والمحكمتان الدوليتان، فضلا عن الميزانية العادية.

The United Nations must be given adequate resources to enable it to provide the ever growing number of services requested by Member States. In turn, Member States must pay their assessments on time and without conditions. They had a legal obligation to bear the expenses of the Organization, as apportioned by the General Assembly in accordance with the principle of capacity to pay.
ويرى أنه لا بد أن تتوفر للأمم المتحدة موارد تتناسب مع الخدمات المتزايدة باطراد التي تتوقعها منها الدول الأعضاء، كما يلزم أن تسدد هذه الدول أنصبتها في حينها ودون شرط: فهي ملزمة قانونا بأن تمول نفقات المنظمة التي تقسمها الجمعية العامة استنادا إلى مبدأ القدرة على الدفع.

64. Mr. Insanally (Guyana), speaking on behalf of the Group of 77 and China, said that the resources provided to the Organization must be commensurate with its mandates and that the Member States had a legal obligation to bear those expenses as apportioned by the General Assembly.
