Invites the international community, including international financial institutions, to further strengthen their support to the development efforts of middle-income countries through targeted technical assistance, provision of resources, technology transfer and capacity-building, as appropriate, while taking into account their national priorities and development policies;

Since the benefits to be derived by a country from WTO membership are largely based on the terms agreed during its accession process, targeted technical assistance should be provided during all stages of the process to help landlocked developing countries to accede to WTO on terms that are consistent with their level of development and needs.
